To realize this goal, the province has implemented a comprehensive set of solutions, with a focus on strengthening resources at the grassroots level. Specialized agencies have proactively assigned and seconded teams of officials with expertise in information technology and digital transformation to provide direct support in communes and wards, especially in disadvantaged areas. This approach helps to promptly resolve obstacles arising during the implementation of online public services, data management, and the operation of digital platforms, while also enhancing the self-implementation capacity of local governments.

In the field of education and training, equipping individuals with digital knowledge and skills is being implemented in a systematic and organized manner. Administrators and teachers are gaining access to new content, including the application of artificial intelligence in teaching and management, thereby gradually forming a digital educational environment. This is considered one of the fundamental elements for the sustainable dissemination of digital knowledge in society.

At the community level, the "Digital Literacy Movement" continues to be widely implemented through flexible forms such as conferences, village meetings, activities of community digital technology groups, and core forces at the grassroots level. The content of the outreach program is designed to be practical, focusing on skills that people can immediately apply in their lives, from using online public services and cashless payments to leveraging digital platforms for production and consumption.

Linking digital skills with socio-economic development.

A notable aspect of the implementation process in Dien Bien is the integration of digital skills promotion with economic development, particularly in agriculture and local products. Many OCOP product producers have gradually accessed digital platforms to promote and introduce their products, expanding their markets. These results demonstrate the province's correct approach in bringing digital transformation closer to daily life, thereby creating momentum for sustainable socio-economic development.

Alongside the achievements, the implementation process also presents numerous difficulties and challenges. Digital infrastructure in some remote and rural areas remains limited; inconsistent access to electricity and telecommunications networks directly impacts the ability to deploy digital services. The gap in educational levels, language barriers in some ethnic minority areas, and the reluctance of some people to embrace technology are also factors that need to be addressed.

This reality shows that, for the "Digital Literacy Movement" to be effective, a comprehensive approach is needed, in which infrastructure is a prerequisite, while skills and awareness are decisive factors. Continued investment in and expansion of telecommunications and power grid infrastructure, along with mobilizing social resources for digital transformation, is an urgent requirement in the coming period.
