Le Van Phuong, Head of the Party Building Committee of Hoang Giang commune, studies regulations to provide practical and effective advice to the Standing Committee of the commune's Party Committee.
I first met Mr. Phuong when he was still the former Chairman of the People's Committee of Hoang Hop commune. His bright face and friendly smile were the most striking things I noticed about him. The second time I met him was when he was busy researching documents to advise the new commune Party committee on stabilizing the organizational structure after the merger.
Born and raised in the cultural cradle of the ancient land of Quy Chu, and having spent time training in the military, he has always maintained the style of a dynamic, quick-witted, decisive, and responsible officer in his work.
According to accounts, since his discharge from the army in 1996, after returning to his hometown, he has actively participated in grassroots activities. Starting as the Secretary of the Youth Union in Trung Tien village, after many years of studying, striving, and training, he held various positions and always excellently fulfilled his assigned duties. In July 2020, he was trusted and elected to the position of Chairman of the People's Committee of the former Hoang Quy commune. In 2023, as part of the personnel rotation and transfer program, he was transferred to become Chairman of the People's Committee of the former Hoang Hop commune. In his new locality, he always strives to learn from and improve upon the experience of previous generations of officials and leaders, and is dedicated to proposing solutions for local economic development.
At that time, the old Hoang Hop commune was a "backward" area in the advanced rural development program and model rural development program of the former Hoang Hoa district. However, thanks to the "new breeze" from the rotation of officials and the high determination of the entire political system, after only two years of effort, the commune completed the advanced rural development program by the end of 2024. During those two years, as the head of the local government, he, along with the leadership team, left many imprints and contributed to changing the face of a purely agricultural area along the Ma River.
One of the most easily noticeable achievements for the residents is perhaps the 2.2km long asphalt-paved road connecting Kim Quy Road to the section bordering the former Hoang Giang commune. Previously only 5m wide, the road has been upgraded and widened to over 7.5m, with drainage ditches constructed along both sides of the residential area. The wider road facilitates smooth traffic flow and convenient trade, bringing joy to the residents as children can easily go to school and workers can commute to work. Many residents still remember the persistent efforts of the commune's task forces, who went to each affected household to educate, persuade, and convince them to accept the project.
Mr. Phuong recalled: “This is an important transportation route for the commune, and upgrading and expanding it is essential. To upgrade and expand the road, in addition to securing funding from higher levels, the commune had to take responsibility for land clearance. Implementing Directive 24 of the Provincial Party Committee on the campaign to encourage people to donate land for investment in the renovation, upgrading, and beautification of infrastructure, focusing on transportation routes in rural and urban areas of the province in a synchronized and modern direction, the commune held meetings to discuss implementation, issued resolutions, and established working groups that persistently went to each household to persuade people, and received their consent. More than 110 households voluntarily relocated and dismantled structures on their land to donate more than 11,000 square meters of land for the road expansion construction.”
In just two years of strong determination, the former Hoang Hop commune has 4 out of 5 villages recognized as model new rural villages, with the remaining village having basically completed all the criteria. Model new rural villages help improve the material and spiritual lives of the people. These achievements are the result of the unity, effort, and determination of local officials and people, including the role of the leader.
According to Mr. Phuong, "regardless of their position, Party members, when assigned tasks, must be dedicated, committed, and have a vision to carry out their work scientifically and effectively. In particular, in any task, they must 'put the people first,' the work assigned must be appropriate to the practical situation of each locality, and the results achieved must be truly effective to gain the people's trust."
Following the administrative reorganization, the new Hoang Giang commune was established by merging the communes of Hoang Hop, Hoang Xuan, Hoang Giang, and Hoang Quy. Mr. Phuong was assigned to this new position. His thorough understanding of the area, grasp of the local realities, application of experience, and diligent research and learning will be invaluable assets for him and the local staff to continue their "new journey," working together to build a more prosperous region along the Ma River.
