Dialogue Conference with Farmers 2024

On November 21st, Quang Ninh province organized the 2024 Provincial Leaders' Dialogue with Farmers Conference with the theme "Supporting farmers in developing production and business, improving income and quality of life for people in rural areas". Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, chaired the conference.

According to the report of the Provincial Department of Agriculture and Rural Development, in the first eight months of the year, the agricultural, forestry, and fisheries production situation was generally stable. The production indicators for agriculture, forestry, and fisheries basically met the growth targets set in the scenario, with some indicators showing positive growth, contributing to a higher-than-planned GRDP growth for the entire sector. However, in September, Typhoon No. 3 caused serious consequences for agricultural production activities, resulting in a decline in the overall GRDP growth. The estimated GRDP growth for agriculture, forestry, and fisheries for the whole year is only 0.04%, failing to meet the initial growth target of 4.56%.

Provincial Leaders' Conference for Dialogue with Farmers 2024 With the participation of 250 delegates, it served as a forum for representatives of farmers, Farmers' Associations at all levels, agricultural cooperatives, businesses, organizations, individuals, and scientists working in the field of agriculture and rural areas in the province to directly share and report to provincial leaders on the achievements and difficulties encountered in production, business, and the implementation of the strategy for agricultural, farmer, and rural development in the province.

The conference focused on addressing concerns and questions from many farmers in various localities, revolving around key issues such as: policies to mitigate natural disasters and restore agricultural production; local land planning, allocation, leasing, and distribution of land and water resources; mechanisms and policies to attract and support investment in agricultural development linked to sustainable agricultural economic development; policies to support product branding; digital transformation in production; and credit policies.

The opinions expressed at the conference were directly addressed by provincial leaders, government officials at all levels, and relevant sectors, based on legal regulations and policies from both the central and provincial governments.

Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, delivered a speech at the conference.

Deputy Chairman of the Provincial People's Committee, Nghiêm Xuân Cường, also affirmed that the province will always accompany and create mechanisms and policies, paying special attention to the sustainable development of the province's agriculture, farmers, and rural areas. From now until the end of the year, the Provincial People's Committee will direct local departments and agencies to focus on completely overcoming the damage caused by Typhoon No. 3; complete the dossiers for eligible households to receive support according to Decree No. 02/2017/ND-CP dated January 9, 2017, of the Government on mechanisms and policies to support agricultural production to restore production in areas damaged by natural disasters and epidemics ; and continue to propose to the State Bank of Vietnam to consider issuing policies to increase the loan amount without collateral, allowing the expansion of the scope of those eligible for debt restructuring policies for debts affected by the typhoon.

The Provincial People's Committee has assigned the Department of Agriculture and Rural Development to take the lead in supporting and promoting farmers to restore production and maintain the growth of the agricultural sector this year. In the long term, the province will also continue to research and issue new policies to support and encourage sustainable agricultural development.
