Attending the dialogue conference were: Mr. Nguyen Dang Binh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; Mr. Nguyen Thanh Binh, Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; and leaders of provincial departments and agencies. The conference was connected online to 92 communes and wards throughout the province.

In the context of promoting leadership and governance methods that are closer to the people, the dialogue conference of the head of the provincial Party committee is considered an important forum held periodically to listen to the thoughts and aspirations of cadres, Party members, and the people. This helps the Party committee understand the ideological situation, difficulties, obstacles, and even barriers so that it can promptly direct the resolution of issues at the grassroots level.
In a democratic, open, and responsible atmosphere, many issues ranging from people's lives, land management, land clearance, investment, construction, digital transformation, socio -economic development to personnel work and policies have been frankly discussed and reflected upon by officials, Party members, and the people with a spirit of openness, responsibility, and determination to resolve them completely.

During the dialogue conference, nearly 70 opinions and suggestions were submitted directly and in writing to the Provincial Party Secretary and provincial departments and agencies, requesting their consideration and guidance in resolving issues. Among these, a group of areas of particular concern to many officials, Party members, and the public included: some communes still lack highly specialized personnel in certain fields, and current recruitment, deployment, and rotation efforts are not meeting the demand.
In addition, a matter of concern and recommendation from many localities is the province's policy on investing resources in socio-economic infrastructure development, especially strategic transportation infrastructure and social welfare transportation; attracting investment in central areas such as the former Bac Kan city area to ensure balanced development between the northern and southern localities of the province; and the need to focus on developing agriculture, rural areas, education, and health in disadvantaged communes.

Other areas such as: general economics; budget revenue and expenditure, investment attraction, infrastructure construction, digital transformation, Party building work; building grassroots government, the Fatherland Front and political and social organizations also received widespread feedback from officials, Party members and the people...
Most of the issues raised at the Conference have been clarified and explained by the leaders of the relevant departments and agencies. Issues on which there were differing opinions have been taken up by the provincial specialized agencies for further study and proposed solutions in the future.

Speaking at the conference, Provincial Party Secretary Trinh Xuan Truong stated that all the suggestions and feedback at this dialogue conference are legitimate requests and aspirations of cadres, Party members, and the people, drawn from practical experience. Therefore, he requested that departments, agencies, and localities, based on their assigned functions and powers, truly listen, absorb, and thoroughly address each issue related to their respective areas of responsibility. For difficult issues or those lacking guidance, it is necessary to research and advise the province to quickly issue temporary regulations to resolve difficulties for local authorities.
The Provincial Party Secretary emphasized that the 20 key projects issued by the Provincial Party Committee to concretize the Resolution of the First Provincial Party Congress are significant in opening up a comprehensive strategic framework for a new, breakthrough development phase of the province. However, in practice, problems always arise that cannot be fully covered by policies and guidelines. Therefore, the Provincial Party Secretary hopes that cadres, Party members, and the people will actively participate and contribute their opinions to promote their role as masters, and together with the entire Party Committee, resolutely strive to successfully achieve the province's development goals in the new phase...
