Following the issuance of Plan No. 203 dated October 14, 2025, by the Director of the Thai Nguyen Provincial Police, the entire provincial police force has entered a phase of "accelerated" comprehensive review and cleaning of vehicle registration and driver's license data. This is a key task aimed at building an "accurate - complete - clean - active" database, towards modern, transparent traffic management, in line with the Government's Project 06 and the requirements for developing digital government at the local level.

In Phan Dinh Phung ward, which has the highest number of vehicles in the province with over 111,300 data points, the implementation requires a proactive and scientific approach.

Lieutenant Colonel Nguyen Minh Tuan, Deputy Head of the Ward Police, said that the unit had advised the Ward People's Committee to issue a specific plan, mobilizing the entire political system to participate. Information collection forms were printed and distributed to 100% of households; police officers in the area, in coordination with neighborhood committees, went to each house to guide residents in filling out the forms, collecting them, and updating the data. During peak days, officers and soldiers worked in shifts continuously day and night to ensure progress. To date, the ward has cleaned up more than 60,000 data records.

According to local officials, the majority of people are cooperative and agree well. However, many people encounter difficulties due to lost documents, missing original records, or vehicles that have had multiple previous owners but have not yet been officially transferred. Incomplete or inaccurate declaration forms require local officials to re-check and verify information multiple times.

"The area is densely populated, with many vehicles, and officers have to handle multiple tasks, so the pressure is considerable. But this is an important task, serving the long-term interests of the people, so we are striving to complete it," Lieutenant Colonel Nguyen Minh Tuan emphasized.

This reality necessitates a more cautious approach to data cleaning in some areas, requiring more time for verification. Task forces are simultaneously guiding citizens in declaring information they can recall and coordinating with relevant authorities to cross-reference and recover data from archived records, ensuring that no legitimate rights of citizens are overlooked.

According to reports from relevant authorities, Thai Nguyen province currently has 1,412,760 vehicles requiring data verification and standardization, including 1,274,399 motorcycles and 138,361 cars. This is a very large workload, especially considering that many vehicles have been in use for decades, and their old documents are lost or no longer match the original data.

As of December 10th, the entire province had cleaned data for 865,230 vehicles, reaching 61.2%. For driver's licenses, 68,226/68,226 data records were cleaned according to Form 11 sent by C08; Forms 12 and 13, regarding the collection of information for motorcycle driver's licenses using cardboard material, have cleaned nearly 26,000 data records.

With the goal of completing the data cleanup of vehicle registrations and driver's licenses before December 31, 2025, the relevant units are continuing to increase their workforce, resources, and working hours.

Lieutenant Colonel Nong Thi Quynh Duong, Deputy Head of the Traffic Police Department of the Provincial Police, said that to accelerate progress during the peak period, the Traffic Police Department has implemented four key solutions: Strengthening the dissemination of information about the benefits of data cleaning; establishing nine inspection teams led by unit leaders to directly supervise at the grassroots level; increasing personnel and equipment, and organizing continuous work outside of regular hours; and closely coordinating with ward and commune police to verify cases of missing or incorrect information. The goal is to ensure rapid progress while maintaining accurate, complete, clean, and active data, serving both state management and the rights of citizens.
