The forum consists of one high-level plenary session and two thematic sessions. The Finance - Banking thematic session focuses on discussing solutions for mobilizing and effectively utilizing financial resources for growth in the 2026-2030 period, clarifying capital needs and risk management to serve the goal of double-digit growth.
The Circular Economy and Green Transformation thematic session analyzed the practical implementation of the circular economy model, highlighting opportunities, advantages, and barriers related to mechanisms, resources, and governance capacity.

The forum attracted representatives from embassies, international organizations, domestic and foreign business associations, and many large corporations and enterprises. The discussions unanimously agreed that Vietnam needs to transform its growth model based on science , technology, and innovation, creating a foundation for double-digit growth, aiming to become a developing country with a modern industrial base and upper-middle income by 2030, and high income by 2045.

Speaking at the Forum, Prime Minister Pham Minh Chinh emphasized that the dual transformation – greening and digitalization – is an objective requirement, a strategic choice, and an investment priority to create a foundation and impetus for rapid and sustainable development. The Party and State have issued many major resolutions, and the National Assembly has reformed its legislative thinking towards flexibility and timeliness in removing bottlenecks, creating a synchronized institutional foundation for the development of a green economy, digital economy, circular economy, and new economic models.
The Prime Minister requested maintaining macroeconomic stability, controlling inflation, ensuring major balances; enhancing competitiveness, analytical and forecasting capabilities, and proactively and flexibly responding to external fluctuations. Monetary, fiscal, and other policies need to be closely and effectively coordinated.
The Prime Minister emphasized the need to accelerate three strategic breakthroughs in institutions, human resources, and strategic infrastructure. Specifically, institutions must be open, transparent, and reduce compliance costs; and infrastructure must be synchronized to reduce input costs and enhance the competitiveness of the economy.
Regarding growth drivers, the Prime Minister stated that it is necessary to revitalize traditional drivers such as investment, exports, and consumption, while simultaneously promoting new growth drivers associated with digital transformation, green transformation, knowledge economy, circular economy, and creative economy.
Vietnam is actively building and preparing to operate international financial centers, free trade centers, border economic zones, expanding the attraction of direct and indirect investment; promoting the development of science and technology, innovation, investing in key infrastructure projects and effectively exploiting new development spaces, thereby expanding opportunities and creating a foundation for rapid and sustainable growth in the coming period.
