17th Conference of the Provincial Party Committee

Comrades Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; and Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, attended and chaired the conference.

Also attending were members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee; leaders of the Provincial People's Council and People's Committee, the Provincial Delegation of the National Assembly; representatives from several Party Building Committees of the Central Committee; leaders of departments, agencies, the Fatherland Front and political and social organizations of the province; and members of the Provincial Party Committee's Inspection Committee.

At the conference, the Provincial Party Committee discussed and provided feedback on the following contents: Draft Report on the results of leadership and direction in implementing tasks in 2023, and the direction and key tasks for 2024; Report on the work that the Provincial Party Standing Committee has handled since the 16th Provincial Party Committee Conference to the 17th Provincial Party Committee Conference; and key tasks from now until the 18th Provincial Party Committee Conference.

Through discussion, delegates unanimously agreed on the following assessment: In 2023, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Committee of the Vietnam Fatherland Front demonstrated a spirit of solidarity, unity, responsibility, and resilience, focusing on directing new and difficult tasks, persistently pursuing goals, and decisively leading and directing all aspects of work. With the high efforts and determination of all levels, sectors, the business community, the military, and the people of the province, relatively comprehensive results were achieved, completing and exceeding 15 out of 18 planned targets, with 11 targets exceeding the plan.

Notably, the Provincial Party Committee and its Standing Committee focused on leading and directing Party committees at all levels to organize mid-term reviews and issue concluding notices, which serve as an important basis for continuing to focus on leadership, direction, and organization to successfully implement the Resolution of the Provincial Party Congress for the 2020-2025 term.

Party and government building work has been implemented synchronously, comprehensively, and effectively; the political system has been increasingly strengthened. All targets for party building have been exceeded, with 2,328 new party members admitted this year, exceeding the plan by 3%.

The economy is developing, with an estimated GRDP growth rate of 7.27%; industry continues to grow; agriculture is developing steadily, the new rural development movement is deepening, achieving and exceeding targets; trade and service activities are developing, especially in the tourism sector, creating momentum and leverage to promote other economic sectors.

In 2023, 12 socio-economic development targets were met or exceeded: GRDP per capita reached 88 million VND; total social investment reached 32 trillion VND (exceeding the plan); value of production per hectare of cultivated land reached 155 million VND (exceeding the plan);

The number of tourists reached 6.55 million, and tourism revenue reached 6,375 billion VND (exceeding the plan). Total export turnover is estimated at 3.13 billion USD, reaching 96.2% of the plan. Total budget revenue is estimated at 16,431 billion VND, equivalent to 67.6% compared to 2022 and reaching 73.4% of the projected figure.

The new rural development program has achieved positive results; 100% of the province's districts have met the new rural development standards/completed the new rural development tasks; Nho Quan district has met the new rural development standards and Ninh Binh city has completed the new rural development tasks.

Socio-cultural aspects have seen significant progress, social security is ensured, and people's lives continue to improve. The province has successfully organized cultural and political events, as well as important national and international conferences; promoting and disseminating unique cultural values, gradually transforming them into resources for growth.

Investment promotion and attraction activities have received attention; foreign relations and international cooperation have been expanded. Local defense and military capabilities have been strengthened; political security and social order have been ensured. Administrative reform, citizen reception, handling of complaints and denunciations, and the fight against corruption and negative practices have received focused attention and have shown positive progress.

17th Conference of the Provincial Party Committee — Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered a speech at the conference.

In their speeches, delegates clarified the achievements made, but also frankly pointed out shortcomings, limitations, and the reasons why some targets for the year were not met; they also reflected on the difficulties and new issues that have arisen and require the province's focused leadership, direction, and management. At the same time, they proposed many solutions to successfully achieve the key goals and tasks for 2024, as well as considering the possibility of completing the goals for the entire 2020-2025 term.

In his concluding remarks at the conference, Provincial Party Secretary Doan Minh Huan acknowledged the heartfelt and responsible opinions of the delegates. While highly appreciating the achievements, he also analyzed and pointed out the difficulties, shortcomings, and limitations that need to be addressed.

Noting the opportunities, advantages, challenges, and impacts affecting the province's development, the Provincial Party Secretary emphasized the general direction for 2024 with the main goal being: Completing the reorganization of commune-level administrative units in the province; and merging Ninh Binh city and Hoa Lu district with the aim of establishing it as a "Millennium Heritage City".

To achieve this goal, it is necessary to focus intensely on developing a plan to prepare for working with the Politburo to issue a Resolution on the construction and development of Ninh Binh province until 2035, with a vision to 2045. This plan should define the vision, objectives, perspectives, policies, and tasks for building Ninh Binh into a model millennium heritage city of the country and the Asia-Pacific region; a specialized and distinctive national and international center for tourism, cultural and social services, and environmental and ecological aspects; a major center for cultural industries; a leading modern automotive and mechanical engineering industry center in the country; and a solid area for national defense and security (religion). The goal is to essentially meet the criteria for a centrally-governed city before 2030 and become a centrally-governed city by 2035.

Regarding key tasks in Party building, the Provincial Party Secretary requested focused leadership and guidance in preparing personnel for the Party congresses at all levels for the 2025-2030 term. He also called for intensified propaganda efforts to create unified understanding and action on the reorganization of administrative units.

Organize activities commemorating the 65th anniversary of President Ho Chi Minh's visit to Ninh Binh and other commemorative activities for major holidays and important political events throughout the year. Direct the effective implementation of the 2024 work theme of the Provincial Party Committee. Innovate and improve the quality of activities of the Fatherland Front, political and social organizations, and mass associations…

Regarding economic development, the Provincial Party Secretary urged greater and more decisive efforts, with high determination, to successfully complete the targets and tasks for 2024 and the entire term. Focus on removing difficulties and bottlenecks to promote comprehensive development, exploiting and maximizing the potential, advantages, and internal resources of each sector, field, and locality.

Innovate and strengthen investment promotion and tourism development. In attracting investment, focus on attracting potential investors. Accelerate the formation of new industrial zones and clusters. Develop industry in a modern direction, creating a foundation and driving force for economic growth. Prioritize the development of the fisheries sector in proportion to its existing potential.

Along with economic development, Provincial Party Secretary Doan Minh Huan proposed focusing on the comprehensive and synchronized development of all cultural fields. He suggested continuing to lead the development of tourism with distinctive, high-class products, affirming brand recognition, and creating a foundation for the widespread development of the cultural industry. He also called for accelerating the construction of cultural institutions, fundamentally and comprehensively reforming education to be more substantive, ensuring social welfare, strengthening local military and defense work, guaranteeing political security and social order, and improving and expanding foreign relations and international integration.
