On the morning of April 1st, Comrade Do Trong Hung, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Steering Committee for National Target Programs (NTPs) of Thanh Hoa province (hereinafter referred to as the Steering Committee), held a working session with the Standing Committee of the Steering Committee and the Coordination Office of the New Rural Development Program of Thanh Hoa province to discuss preparations for the conference summarizing the implementation of the NTP for New Rural Development in 2023 and the first quarter of 2024; the deployment of tasks for the remaining nine months of 2024; and other related issues.

Director of the Department of Agriculture and Rural Development Cao Van Cuong presented the proposed program for organizing the conference.
With the aim of evaluating the results of the National Target Program for New Rural Development in 2023 and the first quarter of 2024, the Conference of the Steering Committee for the Implementation of the National Target Program for New Rural Development in 2024 will be held to assess the achievements, identify shortcomings, limitations, causes, and lessons learned during the program's implementation; and propose goals, tasks, and solutions to successfully complete the plan. The conference will also commend and reward exemplary families and individuals who have made outstanding contributions to the land donation movement for new rural development in the province during the 2021-2023 period.
The head of the Provincial Emulation and Commendation Board delivered a speech at the working session.
Commenting on the draft reports, members of the Steering Committee stated that: In 2023 and the first quarter of 2024, despite facing many difficulties and challenges, under the timely and close leadership and guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Steering Committee for National Target Programs, and with the efforts of all levels, sectors, the business community, and all strata of the people, the province's National Target Program for Building New Rural Areas continued to achieve important and outstanding results: Several targets exceeded the set plan: The target for the number of advanced new rural communes was met and exceeded (150% of the plan); the number of OCOP products was met and exceeded (130% of the plan).
Many exemplary models in building new rural areas have been implemented and replicated by the Fatherland Front at all levels and socio-political organizations. The quality of communes recognized as meeting new rural area standards, advanced new rural areas, and model new rural areas has improved; the number of OCOP products is among the top 5 nationwide and is diverse in types.
Comrade Le Duc Giang, Provincial Party Committee member, Vice Chairman of the Provincial People's Committee, and Deputy Head of the Steering Committee, delivered a speech at the working session.
The opinions of the Steering Committee members all affirmed that: Through the implementation of the "Joining Forces to Build New Rural Areas" movement, especially the movement to donate land for road expansion, the leading role of the people in building new rural areas has been promoted. Participation in land donation has brought harmonious benefits between the government, society, and the people; the policies and guidelines of the Party and State have mobilized the strength of the entire political system and the people to actively participate. During the process of mobilizing people to donate land, localities have effectively implemented the grassroots democracy regulations, the role of the Fatherland Front and other mass organizations in mobilizing the masses, and the strength of the people has been effectively utilized. The implementation of the new rural area construction program in the province over the past period has fundamentally changed the appearance of rural areas, making many rural areas more livable, and especially, the people are enthusiastic and confident in the leadership and guidance of the Party and State regarding the correct policies of the Party and State.
The opinions expressed at the conference also contributed to the work of emulation and commendation, as well as the preparation of reports, presentations, and the composition of conference participants.

Concluding the meeting, Provincial Party Secretary Do Trong Hung affirmed: Building new rural areas is a major policy of the Party and State, aiming to change the face of rural areas and improve the material and spiritual lives of the people. Deeply aware of the significance and special importance of building new rural areas, during the past term, the Party Committee, government, and political system in the province have all identified the agricultural development program and the construction of new rural areas as a central and continuous program. Therefore, under the direct leadership and guidance of the Party Committee, government, and steering committee, and with the participation of the entire political system, the business community, and the whole population, the program for building new rural areas in the province has achieved many remarkable results.
Provincial Party Secretary Do Trong Hung stated: Although many results have been achieved, compared to the set goals and requirements, the Steering Committee needs to do better, be more decisive, and strive harder. Therefore, the organization of the Conference to review the New Rural Development Program in 2023, implement tasks for 2024, and commend exemplary collectives and individuals in the emulation movement of donating land to contribute to New Rural Development needs to be meticulously and scientifically prepared in order to reassess the results of the National Target Program for New Rural Development in 2023 and the first quarter of 2024, highlight shortcomings, draw lessons learned, and propose tasks for the future to achieve higher efficiency.
Based on the opinions expressed at the meeting, Provincial Party Secretary Do Trong Hung proposed holding the conference in mid-April at Hall 25B (Thanh Hoa City) and requested the Steering Committee to urgently finalize the contents that the Standing Committee had agreed upon and provided specific feedback on regarding the conference program.
Provincial Party Secretary Do Trong Hung emphasized: The conference summarizing the New Rural Development Program in 2023 and implementing tasks for 2024, as well as commending exemplary collectives and individuals in the emulation movement of donating land and contributing to the New Rural Development Program, is very important. Therefore, the Thanh Hoa Provincial Office for the New Rural Development Program needs to prepare thoroughly so that the conference will create a widespread ripple effect and a new momentum, thereby encouraging the people to continue to participate in building new rural areas in the province in the coming time.
