On June 28th, the Ministry of Health, in collaboration with the Vietnam Health Economics Association, organized a consultation workshop on the draft amendments to the Health Insurance Law.
At the conference, Deputy Minister of Health Tran Van Thuan stated that, to date, over 91.067 million people nationwide participate in health insurance, achieving a coverage rate of 91.1% of the population. Simultaneously, health insurance-covered medical examinations and treatments at the grassroots level have also increased, with over 80% of commune health stations providing health insurance-covered medical services. The quality of health insurance-covered medical examinations and treatments is constantly improving, allowing people to access modern medical technology, many new and highly effective medications for treatment.
However, the implementation of the Health Insurance Law still faces some shortcomings due to the provisions of the law and newly emerging factors, the increasing and diverse practical demands and needs of people seeking health insurance-covered medical examinations and treatments, but lacking comprehensive legal regulations to address them; some regulations and guidelines are still lacking in specificity and consistency with other legal documents. In particular, some issues regarding financial mechanisms have not created incentives or specific mechanisms for the development of grassroots healthcare, and the payment, settlement, and auditing of health insurance-covered medical examination and treatment costs still face many difficulties…
