A land of great potential
Hon Nghe commune possesses many favorable conditions not found in every locality. Besides its strategic location for national defense and security, the island commune also has a rich marine ecosystem, a long-standing aquaculture and fisheries industry, and unique cultural and spiritual values. According to Ngo Ngoc Chuan, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Hon Nghe commune, the marine economy is identified as the pillar of Hon Nghe's development for the 2025-2030 term. To exploit the potential of the marine economy, the local government encourages people to apply science and technology, develop high-tech marine farming models such as fish farming using HDPE cages, and gradually form production-consumption linkages for aquatic products to enhance product value.

To capitalize on the potential for island and coastal tourism , the local government is gradually improving infrastructure to support tourism development. Currently, the entire 7.5km road encircling the island has been concreted, ensuring convenient transportation. The national power grid, telecommunications, and clean water systems meet the needs of residents and tourists. There are 10 accommodation establishments serving tourists, as well as floating village tourism models combining sightseeing, fish farming experiences, fishing, and enjoying seafood. In the first six months of 2026, the commune welcomed over 2,100 tourists, demonstrating the increasing attractiveness of Hon Nghe Island.
Untangle the knots to foster growth.
Despite its significant potential, Hon Nghe Island is facing challenges, most notably those related to land and forest land planning. According to the People's Committee of Hon Nghe Commune, the area of protective forest land currently accounts for the majority of the island's natural area. Although boundary demarcation was completed at the end of 2023, there has yet to be a decision to adjust the forest land area and the portion of land allocated for local management. This prevents the commune from issuing land use right certificates to residents and also hinders the development of socio-economic plans. The Secretary of the Party Committee of Hon Nghe Commune, Ta Minh Tai, stated: “This is a fundamental issue that affects the ability to attract investment and implement local socio-economic development projects. Only when the land issue is resolved will the locality have a basis to comprehensively implement land use planning, construction planning, tourism development, commercial services, and residential areas.”
Furthermore, the island's infrastructure is still limited. Freshwater sources are unstable, and the waste and wastewater treatment systems do not meet long-term development requirements. If these environmental issues are not addressed effectively, they will be a major obstacle to the goal of developing Hon Nghe into an attractive ecotourism destination.
To address the difficulties faced by Hon Nghe island commune, Vice Chairman of the Provincial People's Committee Le Trung Ho directed relevant departments and agencies to conduct a comprehensive review of the current state of forest land in island communes, proposing solutions to definitively resolve the issue and create a basis for the commune to implement land use planning, construction planning, and attract investment. In developing the marine economy, in the coming period, the locality needs to gradually reduce coastal exploitation, shift strongly towards modern aquaculture, and establish codes for aquaculture areas and brands for clean seafood. This is a fundamental approach to enhance economic value, reduce pressure on the exploitation of natural resources, and promote sustainable development.
Tourism in Hon Nghe commune needs to be reorganized in a more systematic way. Specifically, the locality needs to continue improving conditions regarding safety, environment, and fire prevention and control; at the same time, it needs to build a dossier for provincial-level recognition as a tourist destination to create a foundation for attracting investment and expanding the international tourist market.
