(HQ Online) - Through the implementation of the pilot program to support and encourage businesses to voluntarily comply with customs laws, the level of compliance of many member businesses has improved compared to before participating in the program.

On April 10, 2024, in Quang Ninh, the Risk Management Department (General Department of Customs) collaborated with the Quang Ninh Customs Department and the Hai Phong Customs Department to organize a workshop to prepare for the preliminary evaluation of the two-year pilot program to support businesses in voluntarily complying with customs laws, leading to the official implementation of the program.
The workshop was also attended by 12 member businesses of the Program, and a memorandum of understanding was signed with the Customs agency.
The workshop was organized to gather comprehensive input from both the departmental and sub-departmental enforcement agencies, teams/units at the Quang Ninh Customs Department and the Hai Phong Customs Department, as well as member businesses, in preparation for the official implementation of the Program to support and encourage businesses to voluntarily comply with customs laws (according to Decision 1399/QD-TCHQ of the General Department of Customs).
Over the two-year pilot program, 289 businesses participated and signed memoranda of understanding with customs authorities, including 16 businesses in Quang Ninh Customs and 21 businesses in Hai Phong Customs.
Through the implementation of the pilot program, the level of compliance of many member businesses has improved compared to before participating in the program.
Of these, approximately 87% of businesses maintained or improved their compliance levels (101 businesses improved their compliance, reaching 36.20%, and 147 businesses maintained their compliance level, reaching 50.86%). As a result, the rate of document and goods inspection improved significantly, helping member businesses save costs and reduce customs clearance time, with the rate of Green channel declarations increasing by 6.16% and Red channel declarations decreasing by 0.55%.
At the provincial and city customs offices, all directives and guidelines for the program have been fully implemented, such as allocating separate areas with signage for document inspection, allocating resources and time, and assigning experienced and qualified officers to inspect goods.
As a result, the Customs agency recorded and resolved 524 requests for assistance with difficulties, with essentially 100% of the requests being processed promptly; 10 actively participating and exemplary businesses were honored.
The Quang Ninh Customs Department is recognized as one of the local units that has implemented the Program systematically, proactively, and effectively.
Based on reports and discussions at the workshop, most businesses supported and wished for the Program to be further expanded in scope and benefits.
However, in reality, after two years of implementing the pilot program, difficulties and obstacles still arise, stemming from the operational system, the current legal framework, the allocation of resources for implementation, and the expectations of businesses.
The workshop put forward several recommendations for future solutions, focusing on issues such as the conditions and criteria for participants in the Program, and inviting more import-export business associations to participate as honorary members to provide support and advice.
On the other hand, it is necessary to allocate resources and increase the practical effectiveness of support groups for member businesses. This includes establishing coordination mechanisms, inspection and monitoring mechanisms between the Customs agency and member businesses, identifying member businesses on the industry's operational systems nationwide, and especially addressing the issue of applying information technology and digital transformation in the future for this program…
