On the afternoon of September 12th, Mr. Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Flood and Storm Prevention and Control and Search and Rescue, inspected and directed flood response and dike protection efforts in Quynh Phu and Vu Thu districts. Accompanying him were: Mr. Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council; Mr. Hoang Thai Phuc, Member of the Standing Committee and Head of the Provincial Internal Affairs Committee; and leaders of the Department of Agriculture and Rural Development.

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, inspected the work of reinforcing and strengthening the embankment to prevent flooding in Quynh Lam commune (Quynh Phu district).

The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Flood and Storm Prevention and Control, along with the inspection team, reviewed the work of reinforcing and repairing the embankment to prevent flooding in Quynh Lam commune (Quynh Phu district); the embankment construction work to prevent flooding on the left bank of the Hong Ha II river at Tan Lap sluice gate (Vu Thu district) and the embankment in Bach Thuan commune (Vu Thu district).

Due to continuous water flow from upstream combined with heavy rain downstream, water levels in the river system of Thai Binh province have risen, putting many dikes and embankments at risk of overflow. For nearly 8km of dike in Quynh Lam commune, Quynh Phu district is urgently and decisively carrying out reinforcement work to prevent overflow at more than 10 vulnerable points along the dike. From September 11th to the present, more than 1,000 officers and soldiers from the army, police, and militia forces from all communes in the district have been mobilized to work with the people of Quynh Lam commune and neighboring communes to protect the safety of residential areas inside the dike. In addition, the district has also developed a plan to relocate residents of Quynh Lam commune to other localities if adverse situations occur, with the motto of ensuring the absolute safety of people's lives.

In Vu Thu district, on the night of September 11th, the district mobilized military and police forces, along with the support of hundreds of local residents, to reinforce the left bank dike of the Hong Ha II River at Tan Lap sluice gate to prevent flooding. Tan Lap commune mobilized 240 cubic meters of sand, over 10,000 bags, and nearly 400 people to reinforce 550 meters of dike; simultaneously, they relocated households in the old ferry terminal area of ​​Tan De village and elderly, vulnerable families in other villages affected by flooding to safe locations. Previously, to reinforce and prevent flooding along the 7.5km long embankment of Bach Thuan commune, Bach Thuan commune mobilized 500 cubic meters of sand and tens of thousands of bags; and nearly 1,000 people, including permanent dike protection forces and local residents, participated in reinforcing vulnerable sections.

The Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Flood and Storm Prevention and Control and Search and Rescue acknowledged and commended the high sense of responsibility shown by the two districts of Quynh Phu and Vu Thu in particular, and other localities in the province in general, for their focused and decisive leadership following the "four on-the-spot" principle, promptly detecting and handling situations during floods; avoiding complacency and negligence, ensuring the safety of dikes, and protecting the lives and property of the people.

The comrade also acknowledged, commended, and thanked the people throughout the province for their active support and cooperation in assisting the local government and functional forces day and night in responding to the floods.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee emphasized: In the coming period, the flood situation on the rivers will continue to be complex. He requested that localities and functional forces continue to effectively implement the "four on-the-spot" principle, strengthen inspection and review, detect emerging incidents, hidden hazards, and risks affecting dike safety, and promptly address them from the very first minute and hour. Maximum priority should be given to human resources, materials, and equipment for national dikes; in particular, special attention should be paid to vulnerable dike, embankment, and culvert locations, and proactive plans should be developed to prevent overflow at low-lying dike locations.

For embankments and dikes in populated areas, local authorities need to develop plans to relocate people and property from affected households, resolutely preventing any loss of life with the motto "the lives of the people are paramount, minimizing property damage as much as possible." Forces participating in patrolling and guarding the dikes must be on duty 24/7, regularly inspecting the sections under their responsibility, and must not be negligent or complacent; abandoning their posts is strictly prohibited.

Authorities and residents of Bach Thuan commune (Vu Thu district) are reinforcing and preventing flooding along the Bach Thuan commune's embankment.

The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee also requested that provincial leaders in charge of districts, District Party Secretaries, and District People's Committee Chairmen not be complacent or negligent; and at the same time, mobilize the entire political system to participate, assigning district leaders to directly go to key areas to lead, direct, supervise, and inspect flood prevention and dike protection work, and be responsible for the areas under their charge and management. The Department of Agriculture and Rural Development should proactively send specialized forces and technical support to localities to promptly handle any situations or incidents that occur; ensuring absolute safety for the national dike system in the province.
