LEADERSHIP DEVELOPMENT IN CONSISTENCY

According to comrade Huynh Thanh Binh, Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Go Cong Tay District, from the beginning of 2025, the District Party Committee has thoroughly grasped the spirit of the Resolution of the 12th District Party Congress, proposed action programs and specific solutions to promote socio-economic development. The District People's Committee developed and issued Plan 19 on January 22, 2025 on implementing Resolution 01 and Resolution 02 of the Government, Resolution of the Tien Giang Provincial Party Committee, Go Cong Tay District Party Committee, Resolution of the Provincial and District People's Councils on socio-economic development and improving the business environment, enhancing district-level competitiveness in 2025.

The district has also thoroughly grasped and comprehensively and effectively implemented Resolution 25 dated February 5, 2025 of the Government on the growth target of sectors, fields and localities, ensuring the national growth target in 2025 reaches 8% or more; Plan 70 dated February 25, 2025 of the Provincial People's Committee to implement the economic growth target of Tien Giang province in 2025 reaches 8% or more. From there, the District People's Committee submitted to the District People's Council to adjust the production value growth target in 2025 to increase from 6 - 6.5% to 7.5 - 8% and the District People's Committee issued Plan 85 dated March 17, 2025 on implementing the district's production value growth target in 2025 to reach 7.5 - 8% according to the target assigned by the province and the District People's Council.

At the same time, the district continues to effectively implement the Resolutions of the Tien Giang Provincial Party Committee: Resolution 10 on economic - urban development of 3 regions of the province, Resolution 11 on tourism development to 2020 and orientation to 2030, Resolution 07 on leadership to improve the effectiveness of supporting and developing enterprises in Tien Giang province to 2025...

Speaking at the conference to review the implementation of political tasks in the first 6 months of 2025; directions and tasks of Go Cong Tay district in the coming time, comrade Tran Thanh Nguyen, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council, acknowledged and commended the results in the fields of economy, culture, society, new rural construction... that the district has strived to achieve in the past time. With the proactive and synchronous participation of the entire political system, Go Cong Tay district has achieved many remarkable results. Specifically, in the first 6 months of 2025, the total budget revenue from the local economy (domestic revenue) was 59,423 billion VND, reaching 45.71% of the estimate assigned by the province. Total state budget expenditure (balanced expenditure) in 2025 was 287,982 billion VND, reaching 44.7% of the estimate assigned by the province and district, of which district budget expenditure was 233,335 billion VND and commune budget expenditure was 54,646 billion VND.

The district has developed 26 new enterprises (including start-ups and businesses converted from business households), reaching 57.78% of the target set by the province and the Resolution of the District People's Council; creating jobs for 690/1,100 workers, reaching 62.7% of the plan, up 15% over the same period.

The district has focused on leading and directing the promotion of agricultural restructuring towards increasing sustainable values. Programs and projects on building advanced new rural areas (NTM), model NTM and urban development have been vigorously implemented. Up to now, the district has 12/12 communes maintaining NTM standards, 9/12 advanced NTM communes, 2/12 model NTM communes; the district maintains NTM standards. The One Commune One Product (OCOP) program, up to now, 100% of communes and towns in the district have OCOP products, with a total of 54 OCOP products.

Regarding public investment, the district leaders have paid close attention and directed closely. The total public investment capital under the management of the district People's Committee is 193,566 billion VND, with 120 works and 2 projects. By June 6, 2025, the district has disbursed 57,535 billion VND, reaching 27.73%. Of which, the provincial budget disbursed 13,165/97.5 billion VND, reaching 11.82% of the plan; the district budget disbursed 44.37/96.066 billion VND, reaching 46.19% of the plan. The total number of planned maintenance works is 13, with a budget of 2,371 billion VND. As a result, by May 2025, 13/13 works were completed; 2.3 billion VND was disbursed, reaching 100% of the plan.

The fields of health, education, culture, sports and broadcasting have been well implemented. The whole district has 66/66 cultural hamlets and neighborhoods; the rate of households registering for cultural families is 99.81% and the rate of achieving the three cultural family standards is 95.13%. Social security work is always guaranteed. The district has implemented many practical solutions to ensure regimes and policies for the people, especially policy beneficiaries, meritorious people, poor and near-poor households; security and order are ensured, people's lives continue to improve...

FOCUS ON DIRECTING THE DEPLOYMENT OF 2-LEVEL GOVERNMENT

The preparation work for the end of district-level administrative units and the arrangement of commune-level administrative units has been seriously directed by Go Cong Tay district, ensuring procedures, regulations, and progress, creating high consensus among cadres, party members, and people. Up to now, the work has been basically completed. Go Cong Tay district has 13 administrative units, which will be arranged into 5 new commune-level administrative units and will officially come into operation from July 1, 2025.

According to the assessment of the People's Committee of Go Cong Tay district, in addition to the achieved results, the district still has many difficulties and limitations such as: Although agricultural production has developed, economic efficiency and added value are not high; the application of science and technology in production is not synchronous, the consumption market for some converted crops is not stable. The impact of price fluctuations and high input costs cause difficulties for businesses and business households, while most businesses in the area are small-scale and have limited competitiveness. Although industrial, commercial and service infrastructure has developed, it has not met the requirements; attracting investment is still difficult due to regulations on land, planning and high land prices...

To overcome the shortcomings and limitations and continue to promote development, Go Cong Tay District Party Committee has proposed 9 tasks and leadership solutions in the coming time. In particular, the focus is on directing propaganda, raising awareness, creating unity among cadres and party members in the implementation of the general policy of the Party and State during and after the process of merger, consolidation and arrangement.

Coordinate well the implementation of the decisions of the Provincial Party Committee Standing Committee on the appointment of new Party Committees, Standing Committees, Secretaries and Deputy Secretaries of communes. Implement well the plan for arranging staff for advisory agencies to assist Party Committees, specialized agencies of the People's Council, People's Committee, leaders of the Fatherland Front Committee, and socio-political organizations. Direct well the implementation of the organization of trial operations and experience sharing of the activities of Party, State, Fatherland Front and socio-political organizations; develop working regulations (specifically according to the Central's model regulations).

At the same time, the district will direct the effective implementation of Plan 194 dated May 6, 2025 of the Provincial Party Standing Committee on the implementation of Directive 45 dated April 14, 2025 of the Politburo on "Party Congresses at all levels towards the 14th National Congress of the Party" and the Official Dispatch of the Provincial Party Committee's Organizing Committee on some contents of organizing congresses of branches and Party committees for the 2025-2030 term. Develop and effectively implement plans to arrange facilities for new commune-level administrative units after the arrangement and facilities for officials and civil servants working from July 1, 2025 when the district-level activities end to implement 2-level local government.

Along with that, focus on directing the implementation of the completion of the target of admitting party members (reaching over 50%) according to the direction of the Provincial Party Committee's Organizing Committee; well implementing the targets set out in the resolution, especially solutions to well implement the target of the growth rate of production value (according to 2010 comparative prices) increasing by 7.5 - 8% and the Program of the Standing Committee of the District Party Committee on implementing Resolution 57 dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation in the area. Leaders implement regimes and policies for cadres, civil servants, public employees and workers who leave work during the process of restructuring the apparatus.
