Reviewing draft resolutions submitted to the thematic session of Nghe An Provincial People's Council

Attending the meeting were comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council; representatives of relevant departments, branches and sectors. Comrade Cao Tien Trung - Standing Member of the Provincial People's Council, Head of the Economic - Budget Committee chaired the meeting.

The Economic - Budget Committee of the Provincial People's Council has examined the Resolution of the Provincial People's Council stipulating the authority to decide and approve tasks and estimates of regular state budget expenditures for purchasing, repairing, renovating, upgrading assets and equipment; renting goods and services; repairing, renovating, upgrading, expanding, and constructing new construction items in invested construction projects of agencies and units under the management of Nghe An province.

Regarding this content, the meeting participants requested the drafting agency (Department of Finance) to clarify the scope of regulation, applicable subjects, effective date; re-edit the implementation provisions and review the document format.

The meeting also reviewed the draft resolution regulating the level of support for agricultural production to recover from natural disasters and plant pests. The beneficiaries include individuals, households, cooperatives, and small businesses in the fields of cultivation, forestry, livestock, aquaculture, and salt production that have suffered damage.

In which, the specific support level for each subject, according to each level of damage is clearly stipulated. The meeting participants suggested clarifying the specific support level for each subject, level of damage; implementation resources; presentation techniques; removing unnecessary provisions and adding transitional provisions.

The Economic - Budget Committee also reviewed the draft resolution on approving the list of projects requiring land acquisition in Nghe An province. Accordingly, there are a total of 3 projects with a total land area of 25.36 hectares to be acquired. Specifically, including: Son Thanh Landfill Mining Project, Hop Minh Commune with a total land area of 7.40 hectares; Dong Tro 1 Landfill Mining Project, Quang Dong Commune with a total land area of 9.98 hectares, Son Thanh Landfill Mining Project, Hop Minh Commune with a total land area of 7.98 hectares.

At the meeting, delegates agreed with the draft Resolution on the policy of converting forest use to other purposes to implement investment projects in Nghe An province.

Accordingly, the Provincial People's Committee will submit to the Provincial People's Council for consideration and decision on the policy of changing the purpose of forest use to other purposes to implement projects in Nghe An province, including: 1. Son Thanh land leveling mine investment project with a total area proposed for decision on policy of changing the purpose of forest use to other purposes to implement the project of 6.1272 ha; Original gold mining investment project in Ta Soi area, Quy Chau commune with a total area proposed for decision on policy of changing the purpose of forest use to other purposes to implement the project of 21.2214 ha.

Based on the opinions of the members attending the meeting, at the end of the examination, Comrade Cao Tien Trung - Standing Member of the Provincial People's Council, Head of the Economic - Budget Committee of the Provincial People's Council requested the agencies drafting the draft resolutions to absorb the comments, to supplement and adjust before submitting to the meeting.
