Public Administration Service Center: Serving the people

The Public Administration Service Center (Center) model has become a bright spot, demonstrating the mindset of transforming from a “management” to a “service” administration. In Dong Thap province, after nearly 2 months of operation, the Commune and Ward Centers have achieved remarkable successes, creating a “new breeze”, bringing satisfaction and trust to people and businesses.

PIONEERING AND INNOVATING IN SERVING CITIZENS

The initial success of the commune-level Public Administrative Service Centers in Dong Thap is the result of thorough preparation and decisive leadership from all levels. According to the Department of Internal Affairs of Dong Thap province, the Provincial People's Committee regularly conducts inspections, provides guidance, and promptly addresses any shortcomings that arise during operation. To date, all 102 commune and ward centers in the province have become operational and are effectively handling administrative procedures for citizens and businesses.

Deputy Chairman of Tan Long Commune People's Committee, Le Duc Hien, shared: “The Center has been operating stably and systematically, creating positive changes in the relationship between state administrative agencies and organizations and citizens. To provide maximum support to the people, the Center has assigned two civil servants to provide free typing services for contracts, job applications, and photocopying of documents for the people.”

Through this process, nearly 260 contracts were typed and 310 sets of documents were photocopied, saving the people of Tan Long Island commune an estimated 20 million VND. These actions demonstrate the spirit of serving the people shown by the officials at the Center.”

One of the key factors contributing to the smooth operation of the Centers is the systematic investment in physical facilities and technological infrastructure. Dong Thap's administrative procedure information system has completed its connection with the National Public Service Portal, creating a synchronized and seamless platform. Offices, equipment, and software systems are continuously upgraded and improved, promptly addressing system errors to ensure the best possible response to the needs of receiving and processing applications.

Comrade Nguyen Van Vu Minh, Provincial Party Committee member and Director of the Department of Internal Affairs of Dong Thap province, affirmed that the policy of streamlining and reorganizing the organizational structure has received strong consensus throughout the entire political system and among the people.

This is a major advantage in the implementation process, demonstrating the determination and efforts of the Party and the State in building a "lean, efficient, effective, and effective" administrative apparatus. Dong Thap province will continue to promote activities to consolidate and develop the commune-level centers.

Accordingly, it is necessary to regularly inspect and upgrade equipment, especially in newly merged communes and wards or in disadvantaged areas; and to continue reviewing and optimizing the information system to ensure stable and smooth operation.

Emphasis is placed on training and developing the professional skills and expertise of officials and civil servants, aiming to improve the quality of service and best meet the expectations of the people.

In particular, the monitoring and supervision of activities are carried out transparently and closely through the digital system, contributing to improving the efficiency of direction, management, and online public service delivery. In Dong Thap, key digital infrastructures have been upgraded and put into operation, such as connecting the dedicated data transmission network to the Centers and People's Committees of communes and wards, ensuring access to internal applications such as: e-office, public services, official email… All these efforts have created a solid foundation for the operation of the Centers, aiming towards a modern and efficient administration.

In Thuong Lac ward, the Center has implemented many groundbreaking solutions to improve service quality. From publicly and transparently listing administrative procedures, processes, fees, and charges, to reviewing and simplifying procedures, all processes aim to minimize inconvenience for citizens. In particular, the increased application of information technology and the provision of online public services at levels 3 and 4 have helped citizens save time and costs.

In addition, the People's Committee of the ward has focused on reviewing and training its staff, ensuring that the Center has sufficient capacity and authority to quickly assess and approve applications. The sense of responsibility and service attitude of the staff has significantly improved, giving citizens a feeling of respect when they come to conduct business.

BUILDING A FRIENDLY ADMINISTRATION

With the goal of building a friendly and service-oriented administration, many centers have implemented innovative models, bringing public services closer to the people, especially vulnerable groups. For example, Thuong Lac ward has implemented a "Mobile service reception and delivery" model on Wednesdays and Fridays at the neighborhood people's committee.

Ms. Tran Thi Xa, Deputy Director of the Thuong Lac Ward Center, said: “This model aims to improve service quality, reduce pressure at the Center, and contribute to increasing the satisfaction rate of the people. Administrative procedures in the fields of civil registration, adoption, notarization, health , and internal affairs are all received and results are returned on-site or via public postal services, creating maximum convenience for people, especially those living far from the ward center.”

Ho Van Ly, Vice Chairman of Tan Hong Commune People's Committee, shared: “Previously, many cases of newborns experienced delays in obtaining necessary documents due to the mother's weakness or the family's busy schedule, affecting the child's legal rights. To overcome this situation, the Commune People's Committee has coordinated with the Tan Hong Regional Health Center to implement the model of "Registering birth certificates, issuing health insurance cards, and registering permanent residence for children at medical facilities" along with a congratulatory letter from the Commune People's Committee.”

Ms. Cao Le Ngoc Tran, Deputy Director of Tan Hong Commune Health Center, said that the model's process is implemented right at the Health Center, with the support of health workers and commune officials, allowing parents to complete online paperwork right at the hospital. This model not only facilitates people but also increases the rate of newborns being registered on time, contributing to administrative reform and building a friendly government.

Long Phu Thuan Island Commune has implemented the model "Weekend reception and processing of administrative procedures for monthly social welfare benefits". This model is implemented at the People's Committees of each hamlet, aiming to promptly resolve benefit issues for the people, especially those receiving social welfare benefits.

The process is simplified into four steps: Verifying the applicant; guiding citizens to submit applications online; receiving and processing applications on the system; and delivering results directly or via postal service. This model aims to facilitate timely and efficient service, improve service quality, and enhance citizen satisfaction, moving towards a modern administration that best serves the people.

With the determination and unity of purpose in serving the people shown by officials and civil servants, and the innovative models implemented at the commune and ward-level centers, a modern and friendly administrative system is being gradually built, with the satisfaction of citizens and businesses as a measure of operational effectiveness.
