According to C08, the peak period is being implemented nationwide with the requirement to proactively monitor the situation early and from afar, accurately predict and promptly handle all risks of traffic accidents, congestion, particularly serious accidents, and incidents of public disorder.
The plan aims to prevent the emergence of hotspots and ensure absolute safety for important political , economic, and cultural events taking place in 2026.

Traffic police forces will implement a comprehensive set of operational solutions to curb traffic accidents and reduce congestion in Hanoi , Ho Chi Minh City, and other key areas; and strictly handle violations such as illegal gatherings, illegal racing, reckless driving, and resisting law enforcement officers.
In addition, C08 requires all forces to strictly adhere to work procedures and regulations of the People's Public Security, behave appropriately, and prevent minor conflicts from escalating into complications that affect the security and safety of events.
On the roads, the task forces focused on inspecting and handling violations that directly cause accidents, such as driving under the influence of alcohol or drugs, speeding, driving in the wrong lane, changing direction without signaling, driving overloaded or oversized vehicles, or modifying cargo compartments.
Starting at 10:00 AM on the first day of the Lunar New Year (Year of the Horse), traffic police nationwide will simultaneously conduct alcohol breath tests.
Regarding waterways, C08 directed a tightening of management over vessels, crew members, safety conditions at ports and wharves, and cargo and passenger transportation activities.
One of the key aspects of the intensified campaign is organizing inter-provincial patrols and controls along the entire length of National Highway 1A from Lang Son to Ca Mau . C08 is implementing a combined model of undercover and overt operations, mobile patrols and fixed controls, deploying forces 24/7 with four shifts per day.
Along with patrol activities, C08 requires 100% of task forces to use professional technical equipment, including handheld cameras and mini cameras worn on the body, to record throughout the inspection and handling process at checkpoints or traffic police stations.
Meanwhile, to ensure smooth traffic flow for the 14th National Congress of the Party and activities during the Lunar New Year, traffic police forces in localities are required to proactively gather information on the travel schedules of delegations and Party and State leaders; thoroughly survey key intersections, festival areas, tourist destinations, mountain passes, and locations with a high risk of landslides.
When traffic congestion occurs, forces must deploy traffic diversion from a distance, coordinate on-call duty even at night at dangerous points, and be ready to mobilize additional forces when required to enhance escorting or handle unexpected situations.
