
Mr. Lam Dinh Thang stated that, in the context of the strong development of global science and technology, the innovative startup ecosystem can only operate effectively when its components are seamlessly connected through a central hub.
This is a model adopted by many countries to ensure that the infrastructure, resources, and environment are sufficiently favorable for innovation, research and development, and the commercialization of new products. In Vietnam, Ho Chi Minh City is a pioneer in implementing this model, having adopted Resolution No. 57-NQ/TW, which considers innovation a key political task and a new driving force for development.
Accordingly, the Ho Chi Minh City Innovation and Entrepreneurship Center (SIHUB) was established, designed to be a platform for synchronizing institutions, finance, human resources, data, and digital infrastructure in the development of science, technology, and innovation.

Located in the building at 123 Truong Dinh Street, covering an area of nearly 17,000 m², SIHUB operates on a public-private partnership model, maintaining service hours from 7:30 AM to 10:00 PM daily. The space is organized into two areas: one for implementing state-supported programs and another for attracting private, domestic and international startup organizations, similar to major centers around the world.
Beyond its physical location, SIHUB also develops the online platform hoip.sihub.gov.vn (HCMC Open Innovation Platform), connecting the startup community, investors, incubators, accelerator programs, and government agencies. HOIP provides an innovation map, a data repository, and networking tools to ensure information transparency and promote direct interaction.
In 2025 alone, SIHUB attracted more than 600 projects to participate in seven selection programs focusing on AI, semiconductor technology, digital transformation, sustainable development, financial technology, cultural industries, and student entrepreneurship.
The center has organized nearly 100 training courses for approximately 3,000 participants, along with 10 exhibitions and over 100 networking events domestically and internationally. SIHUB also promotes innovation in the public sector, supporting solutions for administration, healthcare, and education; providing technology innovation consulting for small and medium-sized enterprises, helping to save over 4 million kWh and reduce 3,600 tons of CO₂.

International cooperation activities have been expanded with numerous joint programs with South Korea, Germany, Canada, Australia, and Singapore, including startup idea competitions, exhibitions, fundraising programs, faculty training, and student startup incubation.
Thanks to this approach, Ho Chi Minh City's startup ecosystem has entered the Top 110 globally, ranking in the Top 5 in Southeast Asia for the first time, attracting approximately 50% of the country's startups, 40% of its incubators, and 44% of its investment capital. The ecosystem's value is estimated at $7.5 billion, with three technology unicorns, prominent in the blockchain and fintech sectors.
According to the Director of the Ho Chi Minh City Department of Science and Technology, the SIHUB model has demonstrated Ho Chi Minh City's determination to be a pioneer in the fields of AI, semiconductors, data, and technology sandboxes.
Entering a new phase, SIHUB is oriented towards developing an open innovation model, focusing on cutting-edge technologies such as AI, semiconductors, big data, fintech, and smart cities; while strengthening regional linkages and sharing infrastructure, experts, and data. This is an important experience that Ho Chi Minh City is ready to share with Tay Ninh to jointly promote innovation as a driving force for socio-economic development.
