On December 12th, the People's Committee of Tay Ninh province chaired the Asia R&D Connect 2025 International Forum, an event aimed at promoting knowledge connectivity, innovation, and regional development cooperation in the context of digital transformation.
The program is jointly organized by the Department of Science and Technology of Tay Ninh province and UEH.ISB Talent School (University of Economics Ho Chi Minh City), with the participation of research institutes and international organizations.
The forum is a step forward in concretizing Resolution 57-NQ/TW on the development of science and technology , innovation, and digital transformation. The event creates a space for experts, scientists, businesses, and local leaders to share models, initiatives, and solutions to address the development challenges of Tay Ninh in the integration period.

Mr. Pham Tan Hoa, Vice Chairman of the People's Committee of Tay Ninh province, said that the province wishes to cooperate with businesses, research institutes, schools, and international experts to build a regional-scale research and development ecosystem.
According to him, Resolution 57 is a breakthrough in transforming the growth model based on science and technology, and also a signal for localities to establish a new development vision.
In the context of the policy to merge the administrative boundaries of Tay Ninh and Long An provinces, the implementation of Resolution 57 is even more significant as it expands the development space, creates new growth drivers, and unlocks knowledge resources.
Tay Ninh has identified three key task groups. Firstly, to build a policy framework, the province is orienting itself towards shifting from a purely R&D investment mindset to science and technology management, creating clear signals for businesses to participate.

Secondly, the province is developing digital government, digital economy, and digital society. It is forming core components, upgrading digital infrastructure, integrating data, and operating digital platforms to serve management and provide public services; the digital economy is being oriented to spread across various sectors.
Thirdly, the province is developing an innovation and startup ecosystem. Tay Ninh aims to establish a truly operational innovation center based on science and technology and digital transformation. The province's Innovation Center is expected to be implemented in the near future.
Associate Professor Tran Ha Minh Quan, Rector of UEH.ISB's School for Talented Students, believes that Tay Ninh possesses three conditions for forming an Asia R&D Hub (a regional research and development center). These are a stable socio-economic foundation, a large demand for applied research, and a willingness of the locality to cooperate. This model helps transform knowledge into development solutions, rather than remaining limited to academic training and research.
If successfully implemented, the Asia R&D Hub could be replicated in other localities, contributing to the formation of a regional applied research network and opening up new avenues for local development.
