Kinhtedothi - On the morning of December 4th, the 17th Executive Committee of the Hanoi City Party Committee held its 20th meeting to consider many important issues. Ms. Bui Thi Minh Hoai, Member of the Political Bureau, Secretary of the City Party Committee, and Head of the Hanoi City National Assembly Delegation, chaired the meeting.
Co-chairing the conference were Central Committee member, Deputy Secretary of the City Party Committee, and Chairman of the City People's Committee Tran Sy Thanh; Standing Deputy Secretary of the City Party Committee Nguyen Van Phong; and Deputy Secretary of the City Party Committee and Chairman of the City People's Council Nguyen Ngoc Tuan.
Attending the Conference were representatives from several central agencies; members of the Standing Committee of the City Party Committee; the Standing Committee of the City People's Council and the City People's Committee; leaders of Party committees and the City Party Committee Office; City Party Committee members; leaders of departments, agencies, organizations, and units; secretaries of district, county, and town Party committees and Party committees directly under the Hanoi City Party Committee...
At the 20th Conference, the Executive Committee of the Hanoi City Party Committee (17th term) gave opinions on: the report on the implementation of socio -economic development tasks of the city in 2024 and the socio-economic development plan for 2025; the three-year State budget financial plan for the period 2025-2027; the report assessing the budget implementation situation in 2024, the local budget estimate and budget allocation for the city level in 2025. The conference also considered adjustments to the five-year financial plan of Hanoi City for the period 2021-2025; the city's public investment plan for 2025; and adjustments to the five-year medium-term public investment plan for 2021-2025.
At the same time, opinions will be given on the City Party Committee's 2025 inspection and supervision work plan; and the 2025 work program of the City Party Committee's Executive Committee and Standing Committee. At the conference, the Hanoi City Party Committee will disseminate the Party's guiding ideology and viewpoints, as well as those of General Secretary To Lam, on the new era of development – the era of Vietnam's national progress; and disseminate the Standing Committee's guiding viewpoints on continuing to innovate and reorganize the city's apparatus to be streamlined, effective, and efficient.

In her opening remarks at the Conference, City Party Secretary Bui Thi Minh Hoai emphasized that, in preparation for this important Conference, the Standing Committee and the Executive Committee of the City Party Committee had directed the Party Committee of the City People's Committee, the City Party Committee's Inspection Committee, the City Party Committee Office, and relevant agencies and units to prepare reports, presentations, plans, and programs; submitted them for guidance from the Standing Committee and the Executive Committee of the City Party Committee; and these were incorporated and finalized for presentation at this City Party Committee Conference.
Regarding the socio-economic development, finance and budget, and public investment content group, City Party Secretary Bui Thi Minh Hoai stated that 2024 is a crucial year for achieving the goals and targets of the Resolution of the 17th City Party Congress; a year for the comprehensive implementation of tasks and solutions to concretize Resolution No. 15-NQ/TW dated May 5, 2022, of the Politburo and the city's medium-term programs and plans for the 5 years from 2021-2025.
According to Hanoi Party Secretary Bui Thi Minh Hoai, in 2024, although Hanoi and the whole country faced many difficulties and challenges, the City Party Committee and Party committees at all levels closely followed the Central Committee's directives and focused on leading, directing, and promptly and decisively implementing the main tasks and solutions to execute the socio-economic development plan and the state budget estimate for 2024, achieving fairly comprehensive and effective results.
The city has strived to implement many important strategic, long-term tasks to lay the groundwork for the capital's development in the coming period, such as: the Law on the Capital (2024) passed by the National Assembly with outstanding mechanisms for development; and two Capital City Planning documents currently being submitted to the Prime Minister for approval. The capital's economy maintained higher growth than the same period last year; ensuring a balance between budget revenue and expenditure and capital for development investment; and organizing well-planned cultural, sports, social welfare, and gratitude activities on the occasion of the 70th anniversary of the Liberation of the Capital. The city focused on leading, directing, and promptly and decisively implementing solutions to prevent and mitigate the consequences of typhoons No. 2 and No. 3, ensuring the safety of the people and minimizing damage to people and property.
According to the City Party Secretary, Hanoi has issued many policies and mechanisms to support the people of the capital in restoring production for crops and livestock affected by Typhoon No. 3 and the subsequent floods. Hanoi is leading in applying digital transformation models and building a smart city; accelerating the implementation of investment plans in three areas; resolutely implementing the Ring Road 4 - Capital Region Project and other key projects of the city; implementing the plan on decentralization and delegation of authority between agencies and levels of government within the city; continuing to strengthen the fight against corruption, waste, and negative practices; maintaining political and social stability; ensuring national defense and security; and strengthening foreign relations and international integration.

This is a great source of pride and encouragement for the Party Committee, government, and people of the Capital City,” emphasized Bui Thi Minh Hoai, Secretary of the Hanoi City Party Committee.
An objective and comprehensive assessment of the implementation results.
Emphasizing that as we enter 2025, amidst the predicted complex and unpredictable global situation that will significantly impact the socio-economic situation of the entire country as well as Hanoi City, Hanoi Party Secretary Bui Thi Minh Hoai requested that, in the spirit of the General Secretary's directives at the working session with the Standing Committee of the City Party Committee on November 27, 2024, and from the practical experience of leading and directing the implementation of tasks in their respective localities and units, delegates focus on discussing, analyzing, and objectively and comprehensively evaluating the results of the implementation of socio-economic development tasks, the State budget, and public investment in 2024 of Hanoi City.
The meeting focused on evaluating the results of implementing the 2024 theme, "Discipline, Responsibility, Action, Creativity, and Development"; assessing the results of the preliminary and final reviews of several resolutions of the Central Committee and the Party Committee in 2024 on socio-economic development; evaluating the reasons for the four targets not meeting the plan; and identifying six groups of shortcomings and limitations to propose solutions for overcoming them.
Analyzing and forecasting the factors impacting and influencing socio-economic development results, the State budget estimate, and public investment in 2024, Party Secretary Bui Thi Minh Hoai requested delegates to focus their discussions on agreeing on targets, objectives, tasks, and solutions for socio-economic development; the basis for calculating and proposing scenarios for GRDP growth, budget finance, and public investment, ensuring they are realistic, focused, groundbreaking, effective, scientific, and highly feasible.
In particular, it is necessary to focus on selecting key tasks and priorities to concentrate leadership efforts in 2025; especially the thorough understanding and concrete implementation of the Party's viewpoints and policies as expressed in the articles, speeches, and directives of the General Secretary on the theme of "The New Era - The Era of Vietnam's Struggle"; building a political system that is "Sleek, Lean, Strong, Efficient, Effective, and Effective"; digital transformation; and combating waste; as well as comprehensive and fundamental tasks, solutions, and measures to address environmental pollution, wastewater, waste, air pollution, and pollution of inner-city rivers to improve air quality and protect people's health.
Regarding the local budget estimates and budget allocation plan for the city in 2025, the City Party Secretary requested that they adhere closely to the orientations and principles outlined in the National Assembly's Resolution and the Prime Minister's Decision assigning tasks to the city. He emphasized the need for decentralization of revenue sources and expenditure responsibilities, and especially the assessment of the ability of districts and counties to meet resource requirements for carrying out tasks according to the decentralized procedures.
Regarding the 2025 Public Investment Plan, the City Party Secretary requested delegates to focus on assessing the reasons for the low disbursement rate of public investment capital; projects facing difficulties and obstacles in land clearance and slow completion of investment procedures. At the same time, they should thoroughly discuss and propose solutions to accelerate disbursement and allocate sufficient capital for projects, focusing on issues such as: the feasibility of the 2025 Public Investment Plan's funding sources, the funding for the city's concentrated basic construction projects, counterpart funding for projects using ODA and preferential foreign loans; transitional projects, key projects and works, socio-economic development programs for ethnic minority and mountainous areas, healthcare, education, poverty reduction, and projects addressing pressing social needs.
Regarding the 5-year medium-term public investment plan for 2021-2025, the City Party Secretary requested the conference to discuss and assess the capital absorption capacity and feasibility of projects in order to propose solutions for cutting and reallocating medium-term capital, focusing resources on accelerating the progress of key projects of the city. He also requested a thorough discussion of solutions to promote the disbursement of public investment capital from the beginning of the year, overcoming the slow disbursement of public investment capital in the past.
Regarding the City Party Committee's inspection and supervision plan for 2025, the City Party Secretary stated that this is a regular annual task of the City Party Committee and a very important aspect of the city's Party building and rectification work. 2025 will be a year focused on preparing for and conducting Party congresses at all levels, leading up to the 14th National Party Congress. Based on the advice and proposals of the City Party Committee's Inspection Committee, the Standing Committee and the Executive Committee of the City Party Committee met and agreed to submit the draft inspection and supervision plan for 2025 to the Party Committee of Hanoi for consideration and feedback. Following this, the City Party Secretary requested delegates to discuss and provide specific feedback on whether the number, content, and timing of the City Party Committee's inspection and supervision activities in 2025 are appropriate and what adjustments are needed.
Regarding the 2025 work program of the City Party Committee, the Standing Committee of the City Party Committee, and City Party Secretary Bui Thi Minh Hoai stated that the 2025 work program was developed to concretize the entire term's work program of the City Party Committee, in conjunction with summarizing and evaluating the comprehensive and effective implementation of the 10 work programs of the 17th City Party Committee. It also aims to orient the major contents of leadership and guidance work in 2025 by the City Party Committee and its Standing Committee; serving as a basis for agencies and units to develop plans for implementation.
Following this, the City Party Secretary requested delegates to discuss and provide feedback on the content and progress of the tasks in the draft 2025 work program. The focus should be on some additions and adjustments compared to the City Party Committee's overall work program already issued.
“The contents presented at this meeting of the City Party Committee are of great importance, determining the socio-economic development of the Capital in 2025 and the following years. I request that you all utilize your intellect, uphold a high sense of responsibility, focus on thorough research and discussion, and provide feedback to finalize the Reports, draft Resolutions, and Conclusions of the Executive Committee for consideration and decision at the end of the meeting,” City Party Secretary Bui Thi Minh Hoai requested.
