Opening Ceremony of the 2nd City Party Committee Conference

HNN.VN - On the morning of November 11th, the Standing Committee of the City Party Committee held its 2nd City Party Committee Conference, 17th term, to discuss the situation regarding the implementation of tasks during the first 10 months of 2025 and the direction and key tasks for the remaining months of 2025; and the draft regulations and action programs to be submitted to the City Party Committee.

The delegates voted to approve the conference's agenda.

Central Committee member and Secretary of the City Party Committee Nguyen Dinh Trung; Standing Deputy Secretary of the City Party Committee Pham Duc Tien; Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Phan Thien Dinh; and Deputy Secretary of the City Party Committee and Vice Chairman of the City People's Committee Nguyen Chi Tai presided over the conference.

According to the conference program, City Party Secretary Nguyen Dinh Trung delivered the opening speech and disseminated the new Central Committee document; Deputy City Party Secretary and Chairman of the City People's Committee Phan Thien Dinh reported on the implementation of tasks in the first 10 months of 2025 and the direction and key tasks for the remaining months of 2025; and Standing Deputy City Party Secretary Pham Duc Tien presented a summary of the draft Working Regulations of the Executive Committee and the Action Program to implement the Resolution of the 17th City Party Congress.

The conference will also include discussions in the main hall; and questioning within the Party in accordance with the Regulations on Questioning within the Party issued with Decision 158-QĐ/TW, dated May 12, 2008, of the Politburo .

In his opening remarks at the conference, City Party Secretary Nguyen Dinh Trung shared: "In the past few days, the city has experienced a historic flood, causing damage to both lives and property. On behalf of the City Party Committee, I would like to acknowledge and commend the spirit of solidarity, responsibility, decisive leadership, and timely management of the Party committees, government, the City Civil Defense Command, the armed forces, cadres, Party members, and the people in responding to and overcoming the consequences of the natural disaster."

“I would like to express my deepest condolences for the difficulties and losses of life and property that the entire city has suffered during the recent historic floods; I hope that officials, Party members, and the people will continue to uphold the spirit of mutual support and solidarity, working together to overcome difficulties and restore production so that life can be stabilized soon. In the near future, we will hold a meeting to review the lessons learned from this work,” City Party Secretary Nguyen Dinh Trung expressed.

In the first nine months of 2025, the city's Party committees, government, and political system united, overcame difficulties and challenges, and focused on leading and directing the effective implementation of the Central Government's and the city's policies with high political determination, completing a considerable amount of work and achieving important results. Party building and the political system achieved many comprehensive results. Economic growth reached a high level (9.06% in the first nine months, ranking 9th nationwide). Cultural and social fields showed significant progress; social welfare was given attention, and people's lives improved. National defense and security were maintained. Foreign relations and international integration were expanded and strengthened.

The City Party Committee, the Standing Committee of the City Party Committee, subordinate Party committees, and all levels of government have actively engaged in and decisively implemented the resolutions and conclusions of the Central Committee on reforming, restructuring, and streamlining the organizational apparatus of the political system and building a two-tiered local government; and the key resolutions of the Politburo . Emphasis has been placed on directing efforts to accelerate the completion of the goal of eliminating temporary and dilapidated housing in the city; and implementing key projects to create breakthroughs in socio-economic development. In particular, thorough preparation and successful organization of the 17th City Party Congress have been achieved.

However, the results achieved have not yet met expectations: The economy remains small; industrial production still faces many difficulties. Land clearance and the implementation of some large projects are progressing slowly. The operation of the two-tiered local government system is initially facing some difficulties. Food safety and hygiene, counterfeit goods, and commercial fraud are major challenges. The situation with natural disasters, floods, and landslides is complex, especially the historic floods from October 25th to November 3rd, which severely affected the lives and production of the people and the achievement of the city's socio-economic development goals.

Regarding the draft Action Program for implementing the Resolution of the 17th Party Congress: Based on the feedback received at the 17th City Party Congress, the Standing Committee has directed the drafting department to incorporate and finalize the draft. We request that comrades study, discuss, and provide direct feedback at the meeting or participate in the drafting process. The discussion should focus on key strategic tasks, projects, and programs for the 2026-2030 period; and clarify the assignment of responsibilities, resources, timelines, and implementation conditions. This will serve as an important basis for all levels, sectors, and localities to effectively implement the program according to their assigned functions and tasks, contributing to the successful completion of the Resolution of the 17th City Party Congress.
