Kinhtedothi - On the morning of February 20th, the 22nd session (special session) of the 10th term of the Da Nang City People's Council (2021-2026) was inaugurated to consider and decide on important issues within its authority. Attending the session was Comrade Nguyen Van Quang, Member of the Central Committee of the Communist Party of Vietnam and Secretary of the Da Nang City Party Committee.
In his opening remarks, Chairman of the Da Nang City People's Council Ngo Xuan Thang emphasized that this session is of great importance, focusing on discussing and providing feedback on 29 documents across various fields, while also considering adjustments to some socio-economic targets of the city for 2025. In particular, the City People's Council will discuss and approve resolutions related to the merger of departments and agencies, the reorganization of the organizational structure, and the consolidation of leadership personnel for the City People's Council and the City People's Committee.
Merging several departments to create five new ones.
One of the key agenda items of the session was the adoption of a resolution establishing five new departments by merging several existing departments to streamline the administrative apparatus and improve the effectiveness and efficiency of government operations. Specifically, the Department of Internal Affairs was established by merging the Department of Internal Affairs and the Department of Labor, War Invalids and Social Affairs. The Department of Finance was established by merging the Department of Planning and Investment and the Department of Finance. The Department of Science and Technology was established by merging the Department of Science and Technology and the Department of Information and Communications. The Department of Construction was established by merging the Department of Construction and the Department of Transport. The Department of Agriculture and Environment was established by merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment.
Strengthening personnel in the City People's Council and City People's Committee.
Also at the session, the City People's Council carried out the dismissal and election of important personnel. Accordingly, Mr. Doan Ngoc Hung Anh, Head of the City Party Committee's Propaganda Department, was elected to the position of Vice Chairman of the City People's Council. At the same time, additional members of the City People's Committee were elected, including: Mr. Nguyen Huu Loi, Director of the Department of Internal Affairs; Mr. Pham Nam Son, Director of the Department of Agriculture and Environment; Mr. Nguyen Ha Nam, Director of the Department of Construction; Mr. Le Duc Vien, Director of the Department of Science and Technology; Ms. Tran Thi Thanh Tam, Director of the Department of Finance; and Mr. Le Tu Gia Thanh, Chief of the City People's Committee Office.
The following individuals are relieved of their positions as members of the People's Committee of Ho Chi Minh City: Mr. Nguyen Dang Huy, former Director of the Department of Agriculture and Rural Development; Mr. Nguyen Dang Hoang, former Director of the Department of Labor, War Invalids and Social Affairs; Mr. Phung Phu Phong, former Director of the Department of Construction; Mr. Nguyen Van Phung, former Director of the Department of Finance; Mr. Nguyen Quang Thanh, former Director of the Department of Information and Communications; and Mr. Bui Hong Trung, former Director of the Department of Transport.
Orientation for 2025: Focus on streamlining the administrative apparatus and promoting economic growth.
At the meeting, delegates also discussed and assessed the socio-economic situation in 2024 and the direction for 2025.
Chairman of the Ho Chi Minh City People's Council, Ngo Xuan Thang, emphasized that the city's theme for 2025 is " Focusing on streamlining the administrative apparatus while reducing administrative procedures, effectively implementing urban government organization and specific mechanisms and policies, and strongly promoting economic growth ." The city will continue to implement solutions to support businesses, improve the investment environment, accelerate the disbursement of public investment capital, and implement key projects to maintain sustainable growth.
The Chairman of the City People's Council requested that delegates focus on thorough research and discussion, demonstrating a high sense of responsibility to make decisions on resolutions that are of high quality, feasible, and contribute to the city's strong development in the coming period.
