On the evening of March 16th, at 7/5 Square (Dien Bien Phu city), the Ministry of Culture, Sports and Tourism, in coordination with the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Dien Bien, organized the opening ceremony of the National Tourism Year - Dien Bien and the Hoa Ban Festival 2024.
Deputy Prime Minister Tran Hong Ha; Minister of Culture, Sports and Tourism Nguyen Van Hung; delegates from various countries, along with leaders of central ministries, departments and agencies, leaders of many provinces and cities nationwide, and a large number of people of various ethnic groups in the province attended the program.
In his opening remarks, Dien Bien Provincial Party Secretary Tran Quoc Cuong emphasized that 70 years ago, under the brilliant leadership of the Party and President Ho Chi Minh, along with the wisdom and courage of General Vo Nguyen Giap, and the support and assistance of international friends, our army and people achieved the Dien Bien Phu victory, "renowned throughout the world and shaking the earth."
Inheriting the heroic revolutionary traditions of our army and people, over the past 70 years, with the leadership and attention of the Party and State, the support and assistance of central ministries and agencies, and the cooperation of localities, businesses, investors, organizations, and individuals, the Party Committee, government, and people of all ethnic groups in Dien Bien province have achieved many important accomplishments in socio-economic development and ensuring national defense and security. This has transformed Dien Bien into a friendly and attractive destination, leaving a positive impression on friends and tourists.
Through cultural, sports, and tourism activities and events organized in 2024, Dien Bien province hopes to welcome more people, friends, and domestic and international tourists to Dien Bien for sightseeing, experiences, investment cooperation, and economic development... building a more developed Dien Bien; and at the same time promoting and introducing the image of Dien Bien's land and people on the tourism map of Vietnam and internationally.

Deputy Prime Minister Tran Hong Ha affirmed that the theme of the National Tourism Year 2024 is built on the heroic spirit of the Dien Bien Phu Victory, combined with the majestic natural beauty of the border region and the image of the bauhinia flower, representing the distinctive beauty of Dien Bien land and its aspiration for peace.
The glory of Dien Bien Phu, along with thousands of other historical sites across the country, not only has immense significance in educating the people, especially the younger generation, about the revolutionary traditions and indomitable will of their forefathers, but also affirms the great importance of the liberation movements of oppressed nations worldwide.
Visiting Dien Bien today, tourists can also experience the majestic beauty of the pristine, towering mountains, mountain passes, sea of clouds, stilt houses, terraced rice fields, and traditional festivals. The bauhinia flower has become ingrained in the consciousness, cultural life, and spirit of many ethnic groups in the Northwest region, as a symbol of undying love, expressing the age-old aspirations of these communities for eternal happiness.
The Deputy Prime Minister urged localities to actively participate in the National Tourism Year 2024, while also promoting Dien Bien's innovative spirit in selecting tourism themes that honor the cultural, human, and natural values of each region, creating a diverse and colorful tourism ecosystem in Vietnam.

To awaken the beauty of the Northwest mountains and forests, as well as the pristine, rustic, and simple cultural aspects in the daily lives of the people, and to truly propel Dien Bien tourism to new heights, the Deputy Prime Minister suggested that Dien Bien province needs comprehensive solutions regarding planning and investment attraction to create distinctive and high-class tourism products linked to the community tourism ecosystem, thereby exploiting the attractive value of the colorful cultural life of the people.
Dien Bien needs to focus on building a civilized, friendly, and sustainable tourism environment, promoting green transformation, developing ecosystem-based tourism, discovery and experiential tourism, and strongly promoting cultural values to boost the tourism economy, using the tourism economy as a foundation for preserving and promoting cultural values.
Every citizen needs to become a responsible cultural ambassador, preserving and protecting the environment and landscape, as these are the lifeblood of today and tomorrow. Dien Bien province needs to rapidly transform digitally by applying information technology to promote tourism, creating new spaces for tourism development, and minimizing environmental impact; strengthening linkages and cooperation with other localities to form a chain of destinations, with Dien Bien Phu as a highlight to attract tourists to the Northwest region.
The province is actively training and developing human resources, fostering a tourism mindset among ethnic minority communities, as they are the ones who create the appeal and uniqueness of tourism.
Deputy Prime Minister Tran Hong Ha affirmed that with the special attention of the Party and State, the dynamism, creativity, and high determination of Party committees, government agencies, the business community, and the people, Dien Bien tourism will become a leading destination of history, nature, and unique identity in Vietnam and the region.

Immediately following the Opening Ceremony was the art program "Returning to the Land of the Hoa Ban Flower," consisting of three acts.
Chapter 1, "Dien Bien - A Land of Legends," depicts a diverse cultural space encompassing scenic beauty, traditions, spiritual history, and legends about national heroes who defended their homeland...
Chapter 2, "Dien Bien - Tourism on the Wings of Flight," introduces air travel routes that take you across the region to experience and enjoy the essence of nature and the heritage left to us by our ancestors.
Chapter 3, "Dien Bien - Seasons of Flowers Connecting All Directions," expresses the aspiration for the future development of tourism in Dien Bien province and Vietnam, along with the process of convergence, integration, and connection with all directions.
The program features music stars such as Diva Hong Nhung, Kyo York, Khanh Chi, Van Khanh, Le Anh Dung, Pb Nation Group, Minh Hai, Minh Hang, Mac Mai Suong, Ly Chuy De, and Meritorious Artist of Cai Luong (Vietnamese traditional opera) Xuan Dang, Thu Quynh... along with artists and actors from central and provincial art units in Dien Bien, Lai Chau, and some other provinces; amateur actors from the provincial armed forces, colleges, and children from Dien Bien province.
The art program was meticulously planned and executed on a grand scale. Notably, it utilized the new Dron-Bat flycamera technology to create a novel visual effect for viewers.
The art program, with its connection between people and nature, history, and culture, aims to ignite enthusiasm and a great sense of pride in every Vietnamese citizen, thereby preserving and safeguarding tangible and intangible cultural heritage values and honoring creative individuals; promoting tourism potential, introducing attractive tourist destinations, and showcasing the natural beauty and cultural values of Vietnam in general, and the culture of Dien Bien province in the Northwest in particular, to visitors from all over the world.

Within the framework of the Hoa Ban Festival from March 16-18, many rich and unique activities will also take place, such as: the "Legend of UVA" live performance; a highland cultural space; sports activities; exhibition and introduction of OCOP products, typical agricultural products, and traditional craft products; the Thai Xoe dance and Mong flute art festival, and traditional costume performances of ethnic groups; the National Scientific Conference "Dien Bien: Leveraging Potential and Advantages for Sustainable Tourism Development"; and the "Sparkling Hoa Ban Flower Region" photo contest.
