In the early days of the model transition, there were inevitably some difficulties regarding organizational structure, operational procedures, and task assignments. However, instead of waiting for detailed instructions on each task, many localities in Thai Nguyen proactively "got involved" with a spirit of self-learning, self-improvement, and flexible handling of situations arising in practice.
In many newly merged localities, the administrative apparatus is still in the process of consolidation, personnel are being redistributed, and infrastructure needs to be rearranged, but the general spirit is to ensure uninterrupted service to the people. Mr. Vu Thanh Hai, Chairman of the People's Committee of Lam Vy commune, frankly acknowledged: Initially, the apparatus was not yet complete, and personnel were limited, but the collective of officials and civil servants were all united, proactive, and flexible to the best of their ability to ensure the system quickly became stable and operational. The overarching spirit is: "Reorganizing administrative units to better serve the people."
In Yen Trach commune, established by merging the entire area and population of Yen Ninh, Yen Do, and Yen Trach communes, the new commune People's Committee headquarters, located in Pho Trao hamlet, has been renovated and reorganized to suit the new organizational model. The public reception area is arranged more scientifically and conveniently, ensuring openness and transparency.
Ms. Nguyen Thu Huong, Chairwoman of the People's Committee of Yen Trach commune, said: Instead of waiting for large investments, the locality flexibly mobilizes local resources to repair and renovate facilities to create a spacious and friendly working environment. This change not only has material significance but also sends a clear message: the government is truly innovating, from service spaces to service attitudes.
A vivid example of the principle of "putting the people at the center" is also demonstrated in the approach of Van Lang commune, an area with a large Mong ethnic minority population. Recognizing that language and customary barriers can affect the efficiency of administrative procedures, the commune government has transferred and reinforced staff fluent in the Mong language, familiar with local customs and community psychology, to work at the Public Administrative Service Center.

When officials truly understand the people, speak the people's voice, and act with respect and responsibility, the gap between the government and the people is naturally narrowed. This is perfectly in line with the Central Committee's direction: improving the quality of officials so that reforms become more substantive.
Implementing a two-tiered local government model is not simply a change in organizational structure. It is a profound and comprehensive reform, with the overarching goal of making the apparatus more streamlined, stronger, and more efficient; ensuring that authority is coupled with responsibility; and that decentralization is linked to the conditions for implementation. The experience in Thai Nguyen shows that when officials possess strong character, a proactive spirit, flexibility, and creativity in performing their duties, it not only helps the model operate effectively but also creates a positive image of a government that is close to the people and genuinely serves them.
