Streamlining the administrative apparatus goes hand in hand with better service to the people.

On the afternoon of May 27th, the Thai Nguyen Provincial Party Committee held a conference to review one year of operation of the two-tiered local government; held a meeting with the Party committees of communes and wards; and discussed the implementation of the rearrangement of villages and residential areas, as well as the work of eliminating temporary and dilapidated houses in the province.

Attending the conference were Comrade Vuong Quoc Tuan, Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee, members of the Provincial Party Committee's Standing Board, leaders of the National Assembly delegation, the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, the Provincial Fatherland Front Committee; and representatives of provincial departments and agencies. The conference was connected online to 92 communes and wards throughout the province.

Following the administrative unit merger, the new Thai Nguyen province has an area of ​​over 8,375 km2, a population of nearly 1.8 million people, and 92 commune-level administrative units (including 77 communes and 15 wards). The reorganization of the administrative apparatus has been implemented synchronously and decisively. The entire province has reduced 188 commune-level administrative units; at the provincial level, 13 specialized agencies, 124 professional departments, and many intermediate points in the political system have been eliminated.

To ensure the smooth operation of the new apparatus, the Standing Committee of the Provincial Party Committee and the Party Committee of the Provincial People's Committee have issued a system of documents specifying tasks, ensuring the "six clear principles"; at the same time, they have revised, supplemented, and perfected the institutional framework, preventing any gaps in management and administration.

Notably, two online public opinion surveys with over 85,000 participants showed that the majority of officials, Party members, and the public agreed with and positively evaluated the new model. The restructured apparatus not only operates stably and smoothly but is also gradually demonstrating effective governance, creating a foundation for development in the new phase.

At the conference, representatives from Party committees, localities, departments, and sectors focused on discussing and objectively evaluating the results achieved after one year of operation, while frankly pointing out the difficulties and shortcomings arising from practical experience.

One of the issues identified is the shortage of qualified personnel in certain positions, especially in specialized fields such as land management, construction, finance, information technology, and digital transformation. Work pressure has increased significantly due to the larger workload after restructuring, with staff having to handle multiple areas, yet their salaries and allowances are not commensurate. Mountainous communes with large geographical areas and scattered populations still face difficulties in terms of infrastructure and equipment for their work.

Some delegates suggested further review and clarification of the decentralization and delegation mechanisms to avoid overlapping or gaps in responsibility during task implementation.

Regarding the task of reorganizing villages and residential areas, the Conference emphasized the implementation of Government Decree No. 185 and the directives of the Prime Minister . The reorganization was defined not simply as reducing administrative layers, but as aiming to build a streamlined, effective, and efficient system that is suitable to practical conditions, historical and cultural factors, national defense and security, and maintains community cohesion.

The province directed that the implementation must ensure openness, transparency, consensus building, and the preservation of traditional values ​​and the identity of the local community.

Local authorities are urged to promptly review the current status of villages, hamlets, and residential areas; develop comprehensive plans; solicit public opinion; and rationally allocate and utilize part-time personnel, selecting those who are reputable, dedicated, capable of applying information technology, and supporting digital transformation in the community.

Regarding the elimination of temporary and dilapidated houses, the entire province is implementing many large-scale support programs. In particular, the program to support the children of resistance fighters affected by chemical toxins has 136 eligible households; to date, construction has begun on 77 houses, and 10 have been completed.

At the same time, the province continues to implement the project to build 1,000 houses with support from the Ministry of Public Security; currently, it is supporting the construction of new houses for 560 households in 48 communes and wards with a total budget of 44.8 billion VND.

However, the implementation process faced many difficulties such as a lack of matching funds, land-related issues, procedures for issuing land use right certificates, and conditions for transporting construction materials in some mountainous and remote areas.

In his concluding remarks at the conference, Provincial Party Secretary Trinh Xuan Truong emphasized: Practical experience after one year of operation shows that the policy of building a two-tiered local government model is on the right track and suitable for development requirements. However, the model will only truly be effective when authority is coupled with responsibility.

The Provincial Party Secretary affirmed: The spirit of the Central Committee is to strongly decentralize and delegate power; many issues are directly assigned to localities with the principle of "local authorities decide, local authorities act, and local authorities take responsibility." Therefore, all levels and sectors need to continue to improve institutions, enhance the role and responsibility of leaders, and implement decentralization and delegation of power more thoroughly.

The Provincial Party Secretary requested that the reorganization of villages and residential areas be completed by June 30, 2026, according to the set roadmap. This process must be carried out simultaneously with the consolidation and reorganization of provincial-level public service units to ensure a streamlined and well-functioning administrative apparatus.

Regarding staffing and personnel issues, the comrade suggested continuing a comprehensive review of the organizational structure; requiring that all positions of heads and deputy heads of departments under the People's Committees at the commune level be fully filled by August of this year. The Provincial Party Committee's Organization Department, in coordination with the Department of Internal Affairs, will seriously implement KPI evaluations for officials and civil servants starting from June 1st, as a basis for realistically assessing work efficiency and re-selecting and reassigning personnel appropriately.

The Provincial Party Secretary emphasized that the ultimate goal of the reform is not just to reduce the number of administrative units or streamline staffing. More importantly, it is to build a modern, effective, efficient, people-oriented, and people-serving governance system. This is also a major requirement that the Central Committee has set for the entire political system in the next phase.
