On May 26th, the Government issued a Decree on the organization and operation of villages and residential areas, which clearly stipulates the size and standards of villages and residential areas. In implementing the Government's Decree, localities will review and reorganize villages and residential areas that do not meet the standards regarding population size in order to streamline the administrative apparatus, improve management efficiency, and better serve the people.
A new feature of this reorganization is the expansion of the scale of villages and residential areas, coupled with the requirement to rejuvenate the grassroots cadre, increase the application of information technology, and meet the requirements of digital transformation in the new era.
Yen Phong commune in Bac Ninh province is experiencing rapid urbanization, with many industrial zones and a significant increase in population due to migration in recent years. However, many villages remain small and scattered. Reorganizing villages and residential areas will not only streamline administrative structures but also facilitate the concentration of resources, improve governance efficiency, and better serve the people.

In Tam Tien commune, the unique cultural characteristics of the community are given special attention. The commune currently has 31 villages, with ethnic minorities accounting for over 45% of the population. The Catholic community numbers approximately 1,200 people. Therefore, the arrangement needs to take many factors into account.
Currently, Bac Ninh province has 2,858 villages and residential areas; it is expected that after reorganization, the number of units will be reduced by approximately 30%, ensuring compliance with the new regulations on scale standards.
Mr. Nguyen Van Phuong (Deputy Director of the Department of Internal Affairs of Bac Ninh province) said: "The locality needs to consider two things: firstly, ensuring the criteria regarding scale according to Decree 185, and secondly, ensuring the preservation of the identity, history, and traditional culture of the region; after reorganization, creating a tradition of unity as well as fostering development."
Reorganizing villages and residential areas is an essential requirement in the process of urbanization and reform of local administration. The important thing is not only to streamline the administrative apparatus, but also to build residential communities of more appropriate size, with more efficient management and better service to the people.
