Mr. Hoang Van Cuong, Director of the three projects (Hoa Binh 1 (2 phases) and Hoa Binh 2 wind power plants), stated that all three projects are invested in by Phuong Anh Investment, Construction and Trading Co., Ltd. The complex of three projects comprises 39 wind turbine towers with a total capacity of 150 MW and a total investment of 8,200 billion VND. The complex of three projects was inaugurated and connected to the national power grid in 2021, contributing to national energy security and local socio -economic development.
Furthermore, the company has leveraged the scenic offshore wind farm, combining conservation efforts with ecotourism development in the mangrove forests, transforming the area into a unique and attractive tourist destination. Simultaneously, it promotes the image of using clean energy combined with green, environmentally friendly tourism. This is also a positive sign for the tourism industry of Bac Lieu in particular and the Mekong Delta region in general.

According to Mr. Cuong, at the Hoa Binh 1 Wind Power Ecotourism Area, in addition to visiting Vietnam's largest offshore wind farm, tourists can participate in activities such as fishing under wind turbine towers, cycling through mangrove forests; and learn about the benefits of forests, as well as the potential dangers of climate change. This aims to spread the message to tourists about love for nature and the benefits of managing and protecting forests for coastal residents.
Construction began in September 2010, and the Bac Lieu Wind Power Plant project has completed two phases, installing 62 wind turbine towers on an area of 1,300 hectares. Currently, the Bac Lieu Wind Power Plant is implementing phase 3 with 71 turbine towers. This is the first wind power project built on the continental shelf in Southeast Asia. In 2019, the Bac Lieu wind power tourism site was recognized as a typical tourist destination of the Mekong Delta region. To exploit and develop the potential of this tourist site, Bac Lieu province is calling on investors to build high-end resorts and entertainment services near the wind farm area. At the same time, they are developing tours and routes connecting with nearby destinations such as the ancient longan orchard, Xiêm Cán Pagoda, Quan Am Buddha Statue area, Truc Lam Zen Monastery… to provide more experiences for tourists.

Expanding tourism space towards the sea.
Mr. Ly Vy Trieu Duong, Deputy Director of the Department of Culture, Sports and Tourism of Bac Lieu province, said that the entire province has 56 km of coastline stretching from the border with Soc Trang province to the Ganh Hao estuary (Dong Hai district), which is a coastal mangrove forest ecosystem covering thousands of hectares, along with wind power projects and high-tech agricultural zones… This is a potential and strength for Bac Lieu to exploit and develop ecotourism, resorts, wind farm tours, and experiences of the culture and life of coastal residents.

Bac Lieu province has 8 wind power plants operating both onshore and offshore. Bac Lieu has the largest wind power project in the Mekong Delta and ranks third nationwide in terms of renewable energy. One notable achievement is that Bac Lieu has facilitated and encouraged investors in coastal wind power projects to combine tourism development at the base of the wind farms through services such as sightseeing, culinary experiences, and ecotourism. This is identified as a model to create unique tourism products and address social issues, especially the problem of employment and improving the lives of coastal residents.
Furthermore, with a focus on expanding tourism towards the sea, Bac Lieu is striving to unlock the tourism potential beneath its forests to diversify livelihoods for local people and provide tourists with enjoyable experiences from eco-friendly products and services.
