The health insurance coverage rate is estimated at 95.15% of the population; the scope of benefits and coverage levels for participants are increasingly expanding. The number of doctors is 15 per 10,000 people, the number of hospital beds is 34.5 per 10,000 people; the patient satisfaction rate with healthcare services exceeds 90%; the average life expectancy of the population is approximately 74.8 years.

These figures were announced by the Ministry of Health on the afternoon of December 29th, at the national conference summarizing healthcare work in 2025 and outlining plans for the 2026-2030 term.

According to Minister of Health Dao Hong Lan, in 2026, the health sector will accelerate reforms in health finance, develop health insurance policies towards universal health insurance coverage, and expand benefits in line with changing disease patterns and the balancing capacity of the Health Insurance Fund.

Regarding expanding benefits and reducing the financial burden on patients for high-cost medications, according to the Insurance Department (Ministry of Health), it is expected that approximately 80 new drugs and biological products will be added to the list of drugs covered by health insurance in the first quarter of 2026. These include drugs for treating cardiovascular diseases, diabetes, hypertension, cancer, and infections. The group of drugs for treating cancer and regulating the immune system is expected to be the largest in terms of additions to this list, with 28 drugs.

Regarding free periodic health check-ups or screenings for citizens at least once a year, categorized by target groups and priority schedule, and the implementation of a policy to waive hospital fees according to a schedule, initially, from 2026, priority will be given to social policy beneficiaries, vulnerable groups, and low-income individuals within the scope of health insurance benefits.

Speaking at the conference, Deputy Prime Minister Le Thanh Long stated that the health sector needs to focus on developing important draft laws, ensuring quality and effectiveness; submitting detailed regulations and guidelines for the implementation of new laws passed by the National Assembly; and developing effective mechanisms and solutions to mobilize more substantial and effective participation from the private sector and private healthcare resources.

Implement digital transformation in a substantive manner. Focus on consolidating and streamlining the organizational structure of the healthcare system, especially commune and ward health stations.
