Comrade Phuong Thi Thanh - Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council - presided over the session. Attending the session were Standing Vice Chairwoman of the Provincial People's Council Tran Thi Loc, Vice Chairwoman of the Provincial People's Council Dong Van Luu, Vice Chairwoman of the Provincial People's Committee Hoang Thu Trang, and leaders of various departments and agencies.

Vice Chairman of the Provincial People's Committee Hoang Thu Trang reported on the contents to be presented at the 27th session of the 10th Provincial People's Council.

According to the report of the Provincial People's Committee, in preparation for the 27th Session, the Provincial People's Committee has directed specialized agencies to prepare the contents, accordingly, the expected contents to be presented include: Draft Resolution approving the principle of rearranging commune-level administrative units in Bac Kan province; Draft Resolution approving the principle of merging Bac Kan province and Thai Nguyen province; Draft Resolution adjusting the local budget estimate and provincial budget allocation for 2025 (second time); Draft Resolution adjusting the public investment plan for 2025 using local budget funds (second time); Draft Resolution adjusting the medium-term public investment plan for the period 2021-2025 using local budget funds (16th time); Draft Resolution on the list of land areas for bidding to select investors to implement investment projects using land in Bac Kan province (third time). Draft Resolution approving the policy of converting forest land to other uses for the implementation of projects and works (supplementary) in 2025 in Bac Kan province (currently no draft Resolution has been submitted); Draft Resolution stipulating the principles, scope, support levels and use of funds to support the protection of rice-growing land in Bac Kan province; Draft Resolution approving the content of the zoning plan for the construction of the Nam Cat Lake Eco-tourism Area.

At the session, delegates discussed the submitted contents to ensure compliance with regulations and timelines. Delegates noted that resolutions on administrative unit reorganization require very tight deadlines, so the work must be carried out simultaneously to ensure compliance with central government regulations.

According to the Director of the Department of Internal Affairs, Ha Van Tien, the unit tasked with advising on proposals for the reorganization of administrative units, which involves many aspects in the development of the plan and draft resolution, will strive to carry out the work and ensure progress to implement the next steps.

Speaking at the session, the Chairwoman of the Provincial People's Council, Phuong Thi Thanh, requested the Provincial People's Committee to direct specialized agencies to focus on implementing the contents and progress according to regulations. Regarding the contents related to the reorganization of administrative units, the Chairwoman of the Provincial People's Council requested that the Committees of the Provincial People's Council work with departments and agencies from the outset to agree on the contents, closely adhering to requirements to ensure progress, especially in coordinating the development of proposals for soliciting voter opinions on merger issues...

The 27th session of the 10th Provincial People's Council is scheduled to take place over half a day, sometime between April 28 and 29, 2025.
