Urgently develop a plan to merge provinces and abolish district levels.

(NLĐO) - The government has requested continued efforts to streamline and reorganize the administrative apparatus, ensuring progress in accordance with the Politburo 's directives.


The Ministry of Interior , in coordination with relevant agencies and localities, is urgently developing a plan to continue streamlining and reorganizing the administrative apparatus (at the provincial, district, and commune levels) to be more efficient and effective. This plan should be submitted to the Party Committee of the Government, ensuring quality and timely progress, in order to promptly report to the Politburo as required by Conclusion No. 127-KL/TW dated February 28, 2025, of the Politburo.

This requirement is clearly stated in the Resolution of the Government's regular meeting in February 2025, which has just been issued by the Government. In the resolution, the Government requests the compilation of opinions from ministries, agencies, and localities on proposed decentralization and delegation of power to report to the Government and the Prime Minister as required.

To implement the tasks and solutions for socio-economic development in 2025, the Government requires ministries, sectors, and localities to strongly promote high but sustainable growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.

Promoting investment from all sectors of society, mobilizing all resources for development, focusing on the private sector, considering the private sector as one of the most important drivers of growth (contributing 50% to GDP, employing 82% of the workforce, exporting 25%...), increasing labor productivity and the competitiveness of the economy.

The government has requested the Ministry of Finance to urgently submit to the Government a Decree extending the deadline for paying value-added tax, corporate income tax, personal income tax, and land rent in 2025, and a Decree extending the deadline for paying excise tax on domestically produced and assembled automobiles.

In addition, research and proposals on reducing value-added tax, expanding the scope of tax reduction applicable in the last six months of 2025, should be submitted to the competent authority before March 15, 2025.

The State Bank of Vietnam is tasked with researching and allocating additional credit growth targets to banks within its authority; reviewing, reducing, and simplifying loan procedures; and accelerating credit disbursement to projects and sectors that create momentum for growth, especially green growth.

At the same time, the scale of the credit program for the forestry and fisheries sectors will be increased to over 100 trillion VND, and the scope and target participants will be expanded to become a credit program for the agricultural, forestry, and fisheries sectors. "Instructing credit institutions to continue researching and implementing preferential credit packages for people under 35 years old and those with difficult housing circumstances," the Government Resolution clearly states.

The government also directed ministries, departments, and localities to synchronously implement the disbursement of public investment capital and the three national target programs; accelerate the progress of important national projects; develop industry, and ensure solid energy security.

Previously, on February 28, the Politburo and the Secretariat issued Conclusion No. 127, assigning the Party Committee of the Government to coordinate with the Central Organization Committee, the Party Committee of the National Assembly, the Party Committee of the Vietnam Fatherland Front, central mass organizations and relevant agencies to direct the research and development of a proposal and submission to the Politburo on merging some provincial-level administrative units, eliminating district-level organizations; and continuing the merger of commune-level administrative units.

In addition to considering population size and area, the Politburo and the Secretariat of the Central Committee require that the merger of provinces be based on thorough research into the national master plan, regional plans, local plans, socio-economic development strategies, sectoral development, expansion of development space, leveraging comparative advantages, meeting the development requirements of each locality, and the requirements and orientations of the new development phase.

Regarding the commune level, the Politburo and the Secretariat of the Central Committee noted the need to clearly define the models of local government at the commune level for urban, rural, mountainous, plain, and island areas, taking into account population size, area, history, culture, socio-economic issues, national defense, security, ethnicity, and religion. Based on the above, relevant agencies will develop the functions, tasks, powers, organizational structure, and staffing levels of the local government at the commune level.

At the same time, the agencies clarified the working relationships between different levels of local government (between the provincial and commune levels); the working relationships along the vertical axis from the central government to the commune level, ensuring smooth, synchronized, interconnected, effective, and efficient operation; and clearly identified the conditions to ensure the effective operation of commune governments before, during, and after the restructuring.

The Politburo and the Secretariat instructed the Party Committee of the Government to promptly report to the Politburo and the Secretariat for approval before seeking opinions from Party committees and organizations, no later than March 9th.
