At the age of over 80, Mr. Nguyen Duc Co, Tan An village, Hien Thanh commune, is still lucid. So when we asked about the Tan An village football field project, for which his family donated 150 square meters of land, he immediately took us to the place (a few hundred meters from his house) to continue the conversation.
Mr. Co and his wife are near-poor households in the locality. They do not live with their children, so in their old age, they take care of each other. When asked why he was not well-off but still generously donated land to the village, he smiled: "No matter how much money is spent, it will run out. Moreover, if we sell that much land in the countryside, we won't get much money, but if we donate it to the village to expand the football field, it will leave a more lasting value." Mr. Co shared that he was born and raised in this village, so he always feels attached to his hometown, so he participates in whatever he can. When the village cadres raised the issue of donating land to expand the football field, he immediately agreed. "My house is not far from the football field, every afternoon I walk here to watch people practice, it's fun. The village is filled with laughter, making life even more joyful," said Mr. Co.
The project to renovate the Tan An village football field is a model of skillful mass mobilization that was commended in 2024 in Vinh Linh district. In addition to donating land, villagers contributed more than 86 million VND and 330 workers, divided into two phases. Mr. Le Van Sam, Head of the Front Work Committee of Tan An village, said: "Immediately after registering the model, the Party cell held a meeting to collect opinions, and 100% of households agreed with the village's policy right at the meeting. After the project was inaugurated in October 2024, Tan An village organized a women's football tournament. Here, villagers continued to support more than 76 million VND to support the tournament summary, the rest was used as funding to maintain the activities of the football teams."
Many other projects in the area have left their mark on the solidarity and consensus of the people of Tan An village. Mr. Sam cited another example of the village Community Learning Center. This project was invested by the State with 240 million VND, and the people contributed more than 180 million VND to purchase equipment inside and pave the center's campus.
This is also the village that has been in the top of the competition for bright, green, clean, and beautiful residential areas of the commune and district for many years. At night, this place looks like a miniature neighborhood when the main road is brightly lit with LED lights. The village has encouraged people on this road to hang LED lights on trees; during Tet, they hang poles that are ordered from the North.
This appearance not only brings excitement to the people but also makes children who have the opportunity to return home happy because their homeland has changed. Mr. Sam affirmed: When it comes to skillful mass mobilization, the mobilization work must be skillful and flexible, not only "skillful in speaking" but also "skillful in doing". The criteria set by the village Party cell is that all plans must be transparent, public, serve the people and bring spiritual benefits to the people. Thanks to that, the people are always united and trust the Party Committee and the government, so any model launched receives high consensus.
In Vinh Giang commune, over the years, the Party Committee of the commune has always identified the skillful mass mobilization movement as an important task in improving the quality of people's mobilization work, gathering and uniting cadres, party members, and the masses to participate in socio-economic development, maintain security and order, and build great national unity.
In 2024, the model of mobilizing people to donate land to build rural roads in Tung Luat village was recognized by Vinh Linh District Party Committee as an excellent model in the emulation movement "Skilled mass mobilization".
Secretary of the Vinh Giang Commune Party Committee Nguyen Van An said that the work of mobilizing people to donate land for rural roads has contributed to bringing the new rural construction movement in the commune to an early finish line. Up to now, the commune's rural road system has been basically completed. The muddy roads of the past have now been concreted and widened from 3-5 m, enough for two car lanes.
“In 2024, a 1km asphalt road from Tung Luat village to Tan An will be completed. This is the first asphalt road in the commune, with the State investing 2 billion VND, and the people donating land to expand the entire road,” said Mr. An.
According to Tung Luat Village Party Secretary Le Van Tan, more than 1,600 square meters of land were donated to expand a 6-meter-wide rural road, and the entire residential area demolished more than 1,200 meters of fences and solidly built gates worth more than 1 billion VND. After the road was opened, in addition to the support of the Village Executive Board, most families built new gates, fences, drainage ditches, planted flowers, trees, etc. The difficulty here is that many families had previously built solid structures, so when they were demolished, the economic loss to the people was quite large.
“In the past, it was not uncommon for people to donate land to build rural roads, but for this project, people were more affected by economic benefits. Initially, some families agreed with the policy but expected support from higher levels. Those opinions were raised at the people's meeting, and were thoroughly explained by the Party cell, so people understood and agreed immediately without having to go to each house to campaign,” Mr. Tan shared.
According to the Secretary of the Tung Luat village Party Cell, this result was achieved thanks to the ability to flexibly apply local propaganda forms. Importantly, the Party Committee and government have helped people understand their roles and benefits, thereby voluntarily donating land, contributing labor and money to create new roads. "With any skillful mass mobilization model, the people's voluntary compliance shows the clearest effectiveness of the model," said Mr. Tan.
Implementing the emulation movement "Skillful mass mobilization" in 2024, Vinh Linh district has 70 models registered in grassroots party organizations. Through the survey, many models operate effectively and have great influence.
Currently, the district has 221 "skillful mass mobilization" models for the 2021 - 2025 period in the following fields: 47 economic models, 82 socio-cultural models, 8 national defense - security models. The emulation movement "Skillful mass mobilization" has made an important contribution to the implementation of the local socio-economic development task, while spreading positive values and work in people's lives.
