“Open science from different perspectives”

On the occasion of Vietnam Science and Technology Day, May 18, 2023, in response to the spirit of UNESCO to spread awareness of open science in the community, the International Center for Mathematics Training and Research (ICRTM) together with the Vingroup Innovation Foundation (VINIF), in collaboration with the International Center for Physics (ICP), the Information and Documentation Center of the Vietnam Academy of Science and Technology organized a workshop with the theme "Open science from different perspectives".

The conference was organized with the main content being public lectures on topics related to open science , which are of interest to society. In particular, the discussion between experts in many different fields of knowledge on the topic "Open science from different perspectives" brought listeners new and interesting perspectives on a trend that, although there are many opinions, promises to open a new era in science and technology (S&T).

The opening lecture is on the topic "Open scientific data" presented by Prof. Dr. Ho Tu Bao. In this public lecture, the Professor brings to the audience the most basic knowledge about open science, its structure and characteristics and presents in-depth about open scientific data along with its foundations, benefits and methods of applying it in practical learning and research.

Next is the lecture on the topic "Physics in evolutionary biology" presented by Prof. Dr. Nguyen The Toan. As a person with many research achievements with more than 30 specialized articles in world journals, Prof. Dr. Nguyen The Toan brings to the audience one of the important consequences of open science, which is the implementation of interdisciplinary research. The professor presents in depth the application of thinking and physical methods to research on evolutionary biology.

In lecture number 3, expert Nguyen Vo Hung shared about policy aspects for an open science development in Vietnam.

Closing the lecture section, there was a discussion section with guests from the Ministry of Science and Technology, the Ministry of Information and Communications, managers, and prestigious scientists in Vietnam, including: Prof. Dr. Ho Tu Bao, Prof. Dr. Nguyen The Toan, expert Nguyen Vo Hung, Assoc. Prof. Dr. Phan Thi Ha Duong, Dr. Nguyen Nhat Quang, expert Nguyen Trong Khanh.

The panel discussion brought to the audience diverse perspectives, views and opinions on open science - a concept and field that is still very new, receiving much attention and debate. The speakers answered and discussed questions and objections from all delegates attending in person as well as via online channels right at the event.

Recognizing the importance of science and technology in the new era, in recent years, Vietnam has increasingly focused on innovation, digital transformation and improving the quality of research and application of science and technology in all aspects of life. Vietnam Science and Technology Day was established on May 18, 2014 with the aim of widely disseminating scientific and technological achievements, honoring scientists, introducing outstanding research results, promoting the application of science and technology in production, raising social awareness, encouraging the young generation to be passionate about scientific research, contributing to building and developing a high-quality human resource team for the country.

The current development trend of science and technology includes a complex interweaving of many disciplines and fields, based on the rapid innovation and evolution of information technology and digital technology, aiming to optimize labor productivity, create new wealth for society at an unprecedentedly fast and large scale, as well as raise awareness for everyone about science and technology issues. Therefore, Open Science was born with the ambition to realize that trend.

Open science is an important topic with many different perspectives in the digital transformation era when human knowledge is increasingly open and needs to be shared. The UNESCO General Assembly in Paris, taking place from November 9 to 24, 2021, issued the "Recommendation on Open Science" and was recognized by 193 countries around the world as the first global definition of open science. That definition is interpreted as follows: Open science is an overall architecture including movements and implementations with the aim of making all multilingual scientific knowledge freely accessible, used and reused by everyone, to enhance collaboration and information sharing for the benefit of science, the community, and to open up the processes of creating, evaluating and communicating scientific knowledge to diverse social groups.

There are many criteria to form an open science, according to UNESCO, including the main parts are open data, open publishing system, open scientific infrastructure, open educational resources, open hardware, open source software, openness to knowledge diversification, open evaluation and open access of social groups. UNESCO is one of the first international organizations to support this new development trend, for a community with equal access to scientific knowledge.

Vietnam has taken initial steps to pay attention to this recommendation, when the Ministry of Science and Technology organized the Workshop “Open Science - UNESCO Recommendation: Opportunities and Challenges for Vietnam” on October 20, 2021. This is a new concept and it will take time for the scientific community in particular and society in general to better understand the trends in the world and find reasonable regulations for us./.
