"Open science from different perspectives"

On the occasion of Vietnam Science and Technology Day, May 18, 2023, and in response to UNESCO's spirit of spreading awareness about open science in the community, the International Centre for Mathematical Education and Research (ICRTM), together with the Vingroup Innovation Foundation (VINIF), in collaboration with the International Centre for Physics (ICP) and the Information and Documentation Center of the Vietnam Academy of Science and Technology, organized a workshop on the theme "Open Science from Different Perspectives".

The conference focused on public lectures on topics related to open science that are of public interest. In particular, the panel discussion among experts from various fields of knowledge on the topic "Open Science from Different Perspectives" offered attendees new and interesting perspectives on a trend that, despite differing opinions, promises to usher in a new era of science and technology.

The event began with a lecture on "Open Scientific Data" presented by Professor Ho Tu Bao. In this public lecture, the professor provided the audience with the most basic knowledge about open science, its structure and characteristics, and presented in-depth information on open scientific data, its foundations, benefits, and methods of applying it in practical learning and research.

Next, Professor Nguyen The Toan will deliver a lecture on "Physics in Evolutionary Biology." With a distinguished research record and over 30 publications in international journals, Professor Nguyen The Toan will share with the audience one of the key consequences of open science: the implementation of interdisciplinary research. He will provide an in-depth presentation on the application of physics principles and methods to evolutionary biology research.

In lecture number 3, expert Nguyen Vo Hung shared insights on policy aspects related to the development of an open science environment in Vietnam.

The lecture session concluded with a panel discussion featuring guests from the Ministry of Science and Technology, the Ministry of Information and Communications, and reputable managers and scientists in Vietnam, including: Prof. Dr. Ho Tu Bao, Prof. Dr. Nguyen The Toan, expert Nguyen Vo Hung, Assoc. Prof. Dr. Phan Thi Ha Duong, Dr. Nguyen Nhat Quang, and expert Nguyen Trong Khanh.

The panel discussion provided attendees with diverse perspectives and opinions on open science – a concept and field that is still very new, receiving much attention and debate. Speakers answered and exchanged questions and counterarguments from all delegates attending in person as well as through online channels at the event.

Recognizing the importance of science and technology in the new era, in recent years, Vietnam has increasingly focused on innovation, digital transformation, and improving the quality of research and application of science and technology in all aspects of life. The Vietnam Science and Technology Day, established on May 18, 2014, aims to widely publicize scientific and technological achievements, honor scientists, showcase outstanding research results, promote the application of science and technology in production, raise social awareness, encourage young people to pursue scientific research, and contribute to building and developing a high-quality workforce for the country.

The current trend in science and technology development involves a complex interplay of multiple disciplines and fields, based on the rapid innovation and evolution of information technology and digital technology, aiming to optimize labor productivity, create new wealth for society at an unprecedented rate and in greater quantities, and raise awareness among all people about scientific and technological issues. Therefore, open science emerged with the ambition to realize this trend.

Open science is a crucial topic with diverse perspectives in the digital age, as human knowledge becomes increasingly accessible and needs to be shared. The UNESCO Plenary Session in Paris, held from November 9th to 24th, 2021, issued the “Recommendation on Open Science,” which was recognized by 193 countries worldwide as the first globally recognized definition of open science. This definition is interpreted as follows: Open science is a holistic architecture encompassing purposeful movements and implementations that make all multilingual scientific knowledge freely accessible, usable, and reusable by everyone, thereby enhancing collaboration and information sharing for the benefit of science and the community, and opening up processes for creating, evaluating, and communicating scientific knowledge to diverse social groups.

According to UNESCO, there are many criteria for establishing an open science environment, including key components such as open data, open publishing systems, open scientific infrastructure, open educational resources, open hardware, open-source software, openness to knowledge diversification, open evaluation, and open access for all social groups. UNESCO is one of the first international organizations to support this new development trend, aiming for an equitable community in accessing scientific knowledge.

Vietnam has taken initial steps to consider this recommendation, with the Ministry of Science and Technology organizing the workshop "Open Science - UNESCO Recommendation: Opportunities and Challenges for Vietnam" on October 20, 2021. This is a new concept and it will take time for the scientific community in particular and society in general to better understand global trends and find appropriate regulations for us.
