(Chinhphu.vn) - On April 29th in Ho Chi Minh City, the Intellectual Property Enforcement Program and the journey from 50+ to 100+ for Vietnamese innovative brands in the era of growth was officially launched.

The event was jointly organized by the Vietnam Copyright Association, the Center for Copyright Law, and the Institute of Development Philosophy. The significance of this event is linked to major historical milestones. In 2025, we proudly celebrate the 50th anniversary of the Liberation of the South and the reunification of the country (April 30, 1975 - April 30, 2025), while also looking forward to the 100th anniversary of the founding of the nation (September 2, 1945 - September 2, 2045). This year, the international community also celebrates the 55th anniversary of the Convention establishing the World Intellectual Property Organization (WIPO) and the 25th anniversary of World Intellectual Property Day. These events converge, creating a golden opportunity for Vietnam to affirm its position in the global knowledge flow, with intellectual property as a core driving force.

Strengthening intellectual property rights enhances Vietnam's reputation and standing.

In reality, copyright and reproduction rights infringement in Vietnam is a serious problem, causing significant damage to the economy and damaging the country's reputation internationally. Vietnam currently ranks 9th globally and 3rd in the Asia- Pacific region in terms of copyright and reproduction rights infringement rates.

Therefore, the program for enforcing the Law on Intellectual Property, Copyright, and Copying Rights was launched to improve the legal framework, apply modern technologies such as blockchain and NFTs, and integrate Vietnam into the global copyright system via WIPO Connect. The goal is to protect creativity, transform "content capital" into "digital assets," and promote the creative economy to contribute to the national GDP (based on the practical experience of countries that have successfully implemented policies to promote the development of creative industries, estimated to reach 5-7%), while enhancing Vietnam's prestige in trade agreements such as CPTPP and EVFTA.

According to experts, enforcing copyright protection through the implementation of legal and exclusive anti-copying licensing and transparency plays a key role in minimizing copyright and copying infringement, encouraging creative entities to continue developing their creative intelligence, contributing to increasing the ratio of intellectual property value to the total asset value of the business system, attracting investment, promoting sustainable economic development, and strengthening international cooperation in the field of intellectual property.

With Vietnam now integrated into the global copyright protection system through the "WIPO Connect" platform of the World Intellectual Property Organization (WIPO), Vietnam is rapidly closing the gap with developed countries.

Alongside this, the "Journey from 50+ to 100+" is a commitment to building a system of innovative Vietnamese brands, honoring creative entities, and supporting private businesses, youth, and student startups.

Breakthrough policies to propel the nation into an era of progress.

Speaking at the launch ceremony, Associate Professor Dr. Dao Duy Quat, former Deputy Head of the Standing Committee of the Central Ideology and Culture Committee, shared that Resolution 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, and Resolution 59-NQ/TW dated January 24, 2025, of the Politburo on international integration in the new situation are groundbreaking, strategic ideas and solutions that are being proven scientifically and revolutionaryly in practice, reflecting the aspirations and progress towards entering a new era - an era of national progress.

Specifically, Resolution 57-NQ/TW provides profound guidance on ensuring data security for organizations and individuals, amending and improving legal regulations on intellectual property, ensuring data becomes an important resource for production, establishing data ownership and business rights, distributing value created from data, developing the data economy and data market, developing digital culture, and strengthening international cooperation in the development of science and technology, innovation, and digital transformation.

According to Associate Professor Dr. Dao Duy Khoat, in the context of the world standing on the threshold of great strategic opportunities and after 40 years of reform, Vietnam has the strategic prerequisites to enter an era of self-improvement.

"The current Industrial Revolution 4.0, most notably the explosion of information technology, artificial intelligence, big data, biotechnology, new materials technology, etc., is the greatest driving force for the country to achieve its goals and aspirations in this era of national progress," Associate Professor Dr. Dao Duy Quat stated.

Meanwhile, the remarkable development of new productive forces necessitates the emergence of new production relations that are compatible with the nature and level of these forces. Therefore, as digital technology, artificial intelligence, and big data develop rapidly, it is essential to improve and effectively enforce the Law on Intellectual Property, Copyright, and the Right to Copy of Creators.

Associate Professor Dr. Dao Duy Quat argues that the Intellectual Property Law affirms the ownership rights of creative intelligence in the digital production method. "Digital data creation" has become the basic unit of labor operation in production. "Digital information content" has become the basic unit of labor product in production. "Digital content capital," with its authenticity and usefulness, has become the basic raw material, the lifeblood, the resource, the "fundamental asset" of the digital economy. And "content ownership" is ownership of soft power in the creative industry 4.0 economy.

According to Associate Professor Dr. Dao Duy Quat, Resolution 57-NQ/TW and Resolution 59-NQ/TW are "breakthrough decisions," marking a historic turning point in the country's integration process, positioning science and technology, innovation, and international integration as important driving forces to usher the country into a new era.
