Through numerous field inspections of the flooded section in Song Phan commune along the Phan Thiet - Dau Giay expressway, as well as meetings held between various departments and agencies, including local authorities, to analyze and determine the causes of the flooding.
On August 6th, the Thang Long Project Management Board and related units identified the initial (temporary) cause of flooding on the expressway as a change in the flow of the Phan River. “Upstream of the flooded section, there is a stretch of the Phan River with trees growing in the middle of the river, especially some large trees, which obstruct the flow during unusually heavy rains. When a large amount of water flows from upstream, the obstructed flow changes, leading to water overflowing onto the expressway…”, the Thang Long Project Management Board stated. Therefore, the immediate solution is to clear the Phan River by removing the obstructing trees. Furthermore, the relevant units will invite experts to recalculate the river's flow basin and review the issues identified through surveys and local feedback to develop a long-term solution… The Thang Long Project Management Board also noted that because the relevant units did not carefully consider the Phan River's flow during the design phase, the cost of remediation will be borne by the design unit.
The immediate solution is to clear the flow of the Phan River.
As reported by Binh Thuan Newspaper, from July 27th to 29th, Binh Thuan experienced heavy and continuous rainfall, leading to a massive influx of water from upstream into rivers and streams. Many areas were deeply flooded, damaging thousands of hectares of rice and other crops. Particularly in Song Phan commune, where the Phan Thiet – Dau Giay expressway passes through, a section was flooded on the morning of July 29th, with some areas submerged up to 1 meter deep, causing serious traffic congestion. Immediately after the expressway was flooded, Binh Thuan authorities organized traffic diversion to ensure smooth traffic flow and traffic safety.
