The Cam Xuyen District People's Procuracy also issued a Decision approving the decision to prosecute Phan Thi Ngoc Minh for the act of "Violating regulations on road traffic participation".
According to initial information, previously, at 1:40 a.m. on January 14, on National Highway 1, a section of Village 1 (Cam Quang commune), a traffic accident occurred between a car with license plate number 7A- 38.xx and a truck with license plate 516C-78.xx causing one person to die.
At that time, a car driven by Phan Thi Ngoc Minh was traveling in the North - South direction. When arriving at the above location, they collided with a truck driven by Mr. Le Ngoc Q. (born in 1990, residing in Hoa Thanh commune, Dong Hoa town, Phu Yen). At this time, the truck had an accident and pulled over to the side of the road. Mr. Q. got out to check and was hit by a car from behind.
The accident caused Mr. Le Ngoc Q. to die on the spot, and the car was seriously damaged. Phan Thi Ngoc Minh's alcohol concentration test result was 0,385mg/1 liter of breath.
Initial information, before the accident, Phan Thi Ngoc Minh was on her way from Ha Tinh City to Cam Xuyen district.
