The above directive was given by the Standing Deputy Secretary of the Hanoi City Party Committee, Nguyen Van Phong, at the conference summarizing the 2024-2025 school year and outlining tasks for the 2025-2026 school year, held on the morning of August 20th.
Accordingly, regarding the policy to support school lunch programs for primary school students in the city, it is estimated that Hanoi will spend over 3,000 billion VND annually. Approximately 768,000 students will benefit from this program, including about 707,000 public school students and over 60,000 private school students.
The general support allowance for each student is 20,000 VND/day. Students from mountainous areas and the Red River delta receive an additional 30,000 VND/day.
If parents and the school agree on a meal cost higher than the amount subsidized by the State, the difference will be collected from the student, while ensuring a minimum meal cost of 30,000 VND per student per day.
To ensure the policy is implemented smoothly, Mr. Nguyen Van Phong suggested that the commune-level authorities should bear primary responsibility.
"Absolutely no relaxation of management, no allowing schools to act independently, no allowing negativity or vested interests to distort a humane policy. Just as you care for your own children's food and sleep, I expect you to care for our students in the same way," Mr. Phong emphasized.
Also at this event, Mr. Phong mentioned the figure reported by the Hanoi Department of Education and Training that up to 39% of education administrators in the entire city do not have educational expertise.
Mr. Phong requested that local authorities reconsider the matter, stating that Hanoi does not lack human resources to the point of having to assign unqualified personnel to this field.
