"We are maintaining all 14/14 commune-level transaction points as before, with no changes in location or fixed working hours. The updating of the new administrative addresses is done automatically on the system; people do not need to do any additional procedures," Ms. Hanh said.
Currently, there are 330 savings and loan groups operating stably throughout the area. With this network, people, even in remote areas, can access policy-based capital right where they live.

Effective "extended arms"
One of the key factors contributing to delivering policy credit to the right people with the right needs is the effective coordination between the Vietnam Bank for Social Policies (VBSP) and entrusted organizations and associations. Beyond simply maintaining transaction points, the Chau Thanh VBSP branch also closely collaborates with local authorities and entrusted organizations and associations such as the Farmers' Association, Women's Association, Veterans' Association, and Youth Union to inform each residential area about transaction schedules, application procedures, and the list of affiliated hamlets. This helps people, especially the elderly and those without access to information technology, to fully understand loan information.
Nguyen Thanh An, Vice Chairman of the Vietnam Fatherland Front Committee of Hao Duoc commune and Secretary of the Youth Union of Hao Duoc commune, said: “We inform people about the bank's policies and work schedule through village heads, loudspeakers, and savings and loan groups; at the same time, we coordinate the verification of loan applications so that people do not have to go through many agencies.”
The proactive, flexible, and practical approach of the local authorities has brought peace of mind to many people. Ms. Nguyen Kim Khanh (residing in Xom Ruong hamlet, Hao Duoc commune) shared: “Thanks to the support of the women's group, the women's association, and the hamlet head, I received thorough guidance on how to borrow capital at a transaction point near my home, without having to travel far or deal with complicated paperwork.”
Mr. Nguyen Thanh Long (residing in Tam Long hamlet, Hao Duoc commune) also couldn't hide his joy: "After the merger, the Savings and Credit Group remained in the same location, and the bank staff enthusiastically assisted with the paperwork. Thanks to that, I was able to continue borrowing capital to develop cattle farming, and my family now has stable employment."

Amidst numerous changes in administrative boundaries, the proactive, flexible, and dedicated efforts of the staff of the Vietnam Bank for Social Policies (VBSP) and its entrusted organizations clearly demonstrate the spirit of "leaving no one behind." This is contributing to bringing preferential credit policies closer to the people – with sincerity and long-term commitment.
