Ensuring electricity shortages during peak dry season and throughout 2025.

On April 23, Prime Minister Pham Minh Chinh signed Official Dispatch No. 49/CD-TTg on the decisive, synchronized, and effective implementation of solutions to ensure electricity supply during peak periods in 2025 and beyond.

The official dispatch emphasized that ensuring national energy security and providing sufficient electricity is one of the fundamental and decisive factors in successfully achieving the country's socio -economic growth targets.

To promptly meet electricity demand during peak months in 2025 (May, June, and July) and beyond, ensuring there will be no electricity shortages under any circumstances, the Prime Minister requested the Minister of Industry and Trade to urgently organize the implementation of the revised Power Development Plan VIII, and to promptly issue the Plan for implementing the revised Power Development Plan VIII, in order to achieve the goals and tasks set out in the plan, to be completed before May 10th.

The Minister of Industry and Trade is fully responsible to the Government and the Prime Minister for ensuring sufficient electricity supply to serve production, business activities, and the lives of the people.

The Prime Minister also requested the Minister of Industry and Trade to direct the strengthening of inspection and supervision of the operation and urging the implementation of power generation projects, making the best preparations to serve electricity generation during peak months.

The government has directed a comprehensive focus on solutions to ensure electricity supply.

Regarding power generation projects, the Ministry of Industry and Trade needs to focus on directing and accelerating the implementation of nationally important and key energy projects already included in the planning. Specifically, it is necessary to urgently bring the Nhon Trach 3 Thermal Power Plant into operation in June 2025; the Nhon Trach 4 Thermal Power Plant into operation in August 2025; connect Unit 1 of the Quang Trach 1 Thermal Power Plant project to the grid before September 2nd; and bring Unit 1 of the Hoa Binh Hydropower Plant Expansion project into operation in August 2025, and Unit 2 in October 2025.

Regarding power transmission projects, the Ministry of Industry and Trade needs to focus on ensuring the progress of transmission projects, implementing urgent solutions for transmission, and purchasing electricity from abroad, such as the Lao Cai - Vinh Yen 500 kV transmission line project, and the Hai Phong - Thai Binh and Than Uyen - Lao Cai 500 kV transmission line projects, ensuring completion before September 2nd.

The Minister of Agriculture and Environment (MARD) is tasked with leading and coordinating closely with relevant ministries, agencies, and localities to direct hydropower reservoir owners to calculate and plan specific water withdrawals from hydropower reservoirs to serve agricultural production. Priority should be given to maximizing reserve water for power generation during peak periods, and strengthening measures for water conservation.

The Minister of Finance directs and supervises EVN, TKV, and PVN to strengthen effective coordination and properly implement electricity purchase and sale contracts, coal supply contracts, and gas supply contracts, all for the common goal and the national interest, preventing negativity, corruption, and waste; and is responsible for leading and directing the stable operation and quickly resolving any incidents (if any) related to the power sources of EVN, PVN, and TKV...
