Disaster prevention and response to climate change have always been identified by the province as a regular task for the entire political system and all citizens. In particular, the province focuses on investing in and improving the capacity of the dike system, irrigation works, and disaster prevention infrastructure to enhance the ability to respond to unusual situations. Disaster prevention and control efforts in the province continue to be maintained at a high level of vigilance, proactively preparing to respond to any extreme situations that may occur.
The dike system in the Ha Nam island area, running through the two coastal wards of Phong Coc and Lien Hoa, with a total length of approximately 34km, has been identified as a key dike system of the province. From the beginning of 2026 to the present, local authorities have coordinated with the Department of Agriculture and Environment to review and repair eroded sections of the dike base, address damage at culverts under the dike; and simultaneously reinforce the dike foundation, solidify the dike surface, treat termite nests, plant wave-breaking trees, and improve the dike base corridor to enhance its resilience against natural disasters.

Mr. Le Duc Do, Vice Chairman of the People's Committee of Phong Coc Ward, said: The locality has proactively developed plans for dike prevention and control; organized the dredging of drainage canals to limit flooding; and simultaneously strengthened the Civil Defense Command Board, assigning specific tasks to each member; maintaining a duty roster and constantly monitoring weather developments to promptly handle emerging situations. The ward also intensified propaganda, reviewed areas at risk of flooding and landslides to develop appropriate response plans; and maintained a standing rapid response force, ready to deploy when natural disasters occur.
Proactiveness of businesses
Units and businesses, especially those in the coal industry operating in the province, have proactively implemented disaster prevention and search and rescue measures; and deployed numerous solutions to ensure the safety of production activities during the rainy and stormy season. In particular, the Vietnam Coal and Mineral Industry Group (TKV) has instructed its member units to implement comprehensive response plans based on the "3 before, 4 on-site" principle, while also coordinating closely with local authorities to minimize the risk of flooding and landslides at mining sites, reservoirs, and waste dumps.
To proactively prevent and ensure the safety of the mines, TKV (Vietnam Coal Corporation) organized inspections of disaster prevention and search and rescue work at coal production units in the Cam Pha, Ha Long, and Uong Bi - Mao Khe areas. The inspections revealed that all units have developed comprehensive response plans and prepared personnel, materials, and equipment ready to handle incidents should they occur.
Meanwhile, at Deo Nai - Coc Sau Coal Joint Stock Company, since the beginning of 2026, the unit has developed a plan to coordinate with local authorities in disaster prevention and search and rescue (DP-SAR) work, and at the same time, strengthened the DP-SAR Steering Committee at the company level. At the construction sites and workshops, the DP-SAR Steering Committee has also been reinforced, with specific tasks assigned to each member. The units have established support forces to respond to and mitigate the consequences of natural disasters; assigning tasks to each team and group responsible for their respective fields and positions, ready to be on duty 24/7 to promptly handle any arising situations.
According to company leaders, during this year's rainy and stormy season, the unit is paying special attention to mobilizing backup equipment and machinery to ensure production safety and proactively respond to extreme weather events. In addition, the company has developed plans, implemented construction, and reinforced storm prevention projects for 2026, focusing on key drainage items.
Units and businesses continue to coordinate closely with local authorities in disaster prevention and control, especially ensuring safety at waste dumps, mining sites, and residential areas located within the impact zone of mining activities; at the same time, accelerating the progress of environmental restoration and disaster prevention works.

In addition, Yen Lap Quang Ninh One-Member Limited Liability Company was requested to finalize the plan for regulating and protecting structures and preventing floods in the downstream areas of reservoirs, focusing on large reservoirs. The province also officially put into operation the thunderstorm and tornado warning system in Ha Long Bay - Bai Tu Long Bay from May 1, 2026, to improve early warning capabilities and ensure safety for residents and tourists.
Simultaneously, localities continue to mobilize all available resources to effectively implement directives from the Central Government and relevant ministries and agencies on disaster prevention and control; strengthen communication and training to improve response skills for communities and forces directly involved in disaster prevention and control. At the same time, they are reviewing and refining response plans for heavy rains, strong storms, and superstorms; inspecting the safety of reservoirs, dams, dikes, and vulnerable areas to promptly address shortcomings and minimize damage caused by natural disasters.
With proactive measures taken early on and the coordinated efforts of all levels, sectors, localities, and businesses, Quang Ninh is gradually improving its disaster response capacity, determined to protect the lives and property of its people and maintain stable production during the 2026 rainy and stormy season.
