The Resolution of the Provincial Party Congress for the 2025-2030 term sets the target of achieving an average GRDP growth rate of 10% or more per year during the 2026-2030 period, demonstrating Lao Cai's strong political determination to create a breakthrough in development. This is not only a quantitative economic indicator but also a consistent strategic direction, linked to reforming the growth model, improving productivity, quality, and competitiveness of the local economy.

To realize this goal, the province is implementing a comprehensive set of solutions to unlock investment resources, with a focus on developing socio -economic infrastructure in a synchronized, modern, and highly interconnected manner.

Transportation infrastructure is prioritized for investment to enhance inter-regional and international connectivity in a multimodal manner.

Key projects such as the expansion of the Noi Bai - Lao Cai expressway, the Lao Cai - Hanoi - Hai Phong railway line, and the Sa Pa Airport are identified as strategic "leverages" to expand development space, enhance investment attraction capacity, and promote trade.

In addition, the province is focusing on developing infrastructure for border economic zones, logistics centers, industrial parks and clusters, and urban chains along the Red River economic corridor. These are crucial factors in promoting economic restructuring towards industrialization and modernization, while also creating new growth poles.

According to the plan, in the period 2026 - 2030, Lao Cai will develop 20 industrial parks with nearly 5,800 hectares and 50 industrial clusters with more than 2,600 hectares; striving to have 54 industrial clusters with approximately 2,928 hectares by 2030.

Specifically for 2026, the province aims to create more than 500 hectares of cleared land to attract strategic domestic and foreign investors. Proactively preparing land resources and completing technical infrastructure will contribute to shortening project implementation time and improving the effectiveness of investment attraction.

Industrial development is oriented towards green, environmentally friendly practices, prioritizing high technology and high added value. Simultaneously, the Lao Cai Border Economic Zone is identified as a key economic driving force, developing dynamically and sustainably, playing a crucial bridging role in international trade.

Alongside industry, tourism has been identified as a key economic sector with the goal of building the brand "Lao Cai - Where the Colors of Northwest Vietnam Converge," aiming to become a year-round international tourism hub.

Agriculture continues to be restructured towards a green, ecological, and circular direction, developing concentrated production areas linked to deep processing and consumption along the value chain.

A key focus in the planning implementation process is its connection with administrative reform and digital transformation. The province is promoting the building of a government oriented towards "creation and service," strengthening decentralization and delegation of authority coupled with accountability.

Comprehensive digital transformation is identified as a crucial tool for improving management efficiency, increasing information transparency, and optimizing development resources.

The socio-economic situation in the first four months of 2026 shows that the province's economy maintained its recovery and positive growth momentum in many areas. The agriculture, forestry, and fisheries sector continued to play a pivotal role with stable production, ensuring seasonal progress and good crop development.

The industrial sector recorded positive growth, with the overall industrial production index increasing by 8.16% year-on-year. The main drivers came from the processing and manufacturing industries, along with the growth of the electricity production and distribution sector. Employment increased sharply, particularly in the non-state enterprise sector, reflecting the trend of production expansion and recovery in the industrial sector.

Public investment continues to play a leading role, focusing on key infrastructure projects that connect regions.

In the first four months of the year, total investment from the State budget reached over 2,748 billion VND, equivalent to nearly 25% of the annual plan. Accelerating the disbursement process is identified as a key task to create a ripple effect and promote economic growth.

The trade, service, and tourism sectors continued to be bright spots, with total retail sales of goods and services increasing by more than 12% compared to the same period last year. Tourism recovered strongly with over 4.5 million visitors in the first four months of the year, contributing to the development of related service industries.

At a recent economic management conference, Chairman of the Provincial People's Committee Nguyen Tuan Anh emphasized that the province is committed to achieving a GRDP growth rate of 10% or higher in 2026, considering this a key and continuous task in its leadership and management. Based on the first quarter's growth rate of over 8%, the Chairman of the Provincial People's Committee requested that departments, agencies, and localities closely adhere to the growth scenario, proactively develop and update management plans to suit actual developments; and concretize tasks for each remaining quarter of the year, ensuring feasibility and effectiveness.

The focus is on clearly defining growth targets for each industry and sector, linking them to the specific responsibilities of each agency and unit in their implementation; striving to achieve a growth rate of approximately 10.5% in the second quarter of 2026, creating favorable momentum for achieving the annual target.

To achieve double-digit growth, the province has identified key areas such as agriculture, industry, trade, and investment as the pillars driving the economy. Simultaneously, it requires the entire political system to participate in a coordinated and substantive manner; focusing on removing difficulties and obstacles for businesses, especially regarding administrative procedures, land clearance, and access to resources; and accelerating the implementation of key projects.

The Chairman of the Provincial People's Committee also emphasized the task of promoting agricultural production development towards the application of high technology, forming concentrated production areas; and strongly developing the fields of industry, construction, trade, services, and tourism. With the motto "no turning back, only discussing solutions to achieve results," all levels and sectors must proactively review each target and each field, and promptly advise on appropriate, flexible, and effective management solutions.

In addition, the province continues to focus on implementing energy projects, including hydropower and solar power (including floating solar power), to supplement resources for growth. Monitoring and evaluating socio-economic development indicators are carried out regularly, thereby enhancing proactiveness and flexibility in governance.

With positive growth momentum from the beginning of the year, coupled with decisive and close guidance from provincial leaders and the support of the business community, Lao Cai has favorable conditions to accelerate in the coming quarters. If it continues to maintain a decisive, coordinated, and flexible management approach, the province has a solid foundation to achieve double-digit growth targets, gradually affirming its position as a dynamic growth pole in the Northern Midlands and mountainous region.
