The meeting discussed the draft Law on Drug Prevention and Control (amended), which is being developed by the Ministry of Public Security ; and the draft Law on E-commerce, which is being developed by the Ministry of Industry and Trade.
Giving feedback to the lead agencies to further refine the dossiers and reports for competent authorities on the draft Law on Drug Prevention and Control (amended), Prime Minister Pham Minh Chinh emphasized the need to identify prevention as fundamental, strategic, long-term, and decisive, mobilizing the entire political system; the important thing is to limit and prevent demand, prevent from early on and from afar, paying special attention at the grassroots level and in schools, resolutely eliminating drugs in schools, creating a drug-free environment for students and young people.
Regarding the draft Law on E-commerce, the Prime Minister stated that e-commerce is developing very rapidly, creating great advantages for people and businesses, but also posing management requirements and demanding new thinking. The Prime Minister requested that the law address current difficulties and obstacles, while simultaneously encouraging and fostering development, promoting the digital economy, digital government, digital society, and digital citizens, and designing tools for management, inspection, and supervision, including quality control of goods, tax management, and mitigating the negative aspects of e-commerce, preventing smuggling, fraud, commercial deception, and counterfeit goods.
The Prime Minister emphasized that the development and improvement of institutions and laws need to promote decentralization and delegation of power, coupled with resource allocation, enhancing implementation capacity for lower levels, and strengthening inspection and supervision; shifting strongly from "pre-inspection" to "post-inspection"; placing citizens and businesses at the center and as the main subjects; further promoting administrative reform, cutting down on procedures, reducing inconvenience, time, and compliance costs for citizens and businesses.
The law should be structured in a way that provides a framework of principles, only regulating matters within the authority of the National Assembly; delegating to the Government the authority to regulate specific issues in detail, ensuring flexibility and adaptability to practical conditions and the rapid changes and developments of society.
The meeting also discussed the financial mechanism for the proposed project "Support for infrastructure and technology for high-quality, low-emission rice in the Mekong Delta" using World Bank loan funds.
