Foreign Minister Le Hoai Trung stated that remittances reached a record high of over 16 billion USD, representing a significant material resource and making a practical contribution to the country's development.

Joining the collective efforts of the entire Party, people, and armed forces, foreign affairs forces in 2025 demonstrated the highest sense of responsibility to fulfill strategic tasks as General Secretary To Lam emphasized: " Maintaining a peaceful and stable environment; developing the economy and society rapidly and sustainably; improving the lives of the people, all for the people, " contributing to enhancing the country's position and strength to enter a new era.

Foreign Minister Le Hoai Trung stated that, on the bilateral level , diplomatic activities have been vibrant, especially those involving key leaders, creating a political framework and important guiding vision for relations; while also promoting issues of mutual interest and benefit, linked to the realization of the country's strategic goals. In 2025, 75 activities involving key leaders took place, a 1.5-fold increase compared to the previous year.

Over the past year, Vietnam has upgraded its relations with 17 partners, bringing the total number of partners with comprehensive partnerships or higher to 42 countries. Through this network, Vietnam has established comprehensive strategic partnerships with all five permanent members of the United Nations Security Council and 18 out of 21 G20 members.

"The highlight of the past year was the improved substantiveness and effectiveness of high-level visits, demonstrated by the signing of nearly 350 cooperation agreements, a 2.5-fold increase compared to 2024. We also integrated the organization of major national holidays and participation in major anniversaries of our partners to promote bilateral cooperation," the Foreign Minister said.

Relations with neighboring countries are a prominent highlight in the overall foreign policy landscape, contributing to enhanced mutual understanding, political trust, the pivotal role of defense and security cooperation, and breakthroughs in economic, trade, investment, infrastructure connectivity, cultural exchange, and people-to-people interactions.

Relations with major countries, important partners, and countries in the region are becoming increasingly deep and effective, and strategic trust is being strengthened, with highlights in the fields of economics, trade, science and technology, innovation, digital transformation, energy, education, health, and responding to non-traditional security challenges.

Relations with traditional friendly countries and countries in Europe, Latin America, the Middle East and Africa, and the Southern countries continue to develop in all aspects, deepening friendship and substantive cooperation.

On the multilateral front , Vietnam continues to demonstrate strong belief, responsibility, and commitment to multilateralism, upholding international law; actively participating in the pillars of multilateral institutions, especially ASEAN, the United Nations, APEC, and sub-regional mechanisms; and continuing to responsibly participate in the common efforts of the international community in responding to common challenges...

The results of multilateral diplomacy are also clearly reflected in Vietnam's successful hosting of conferences such as the ASEAN Future Forum, the P4G Summit, and the signing ceremony of the United Nations Convention against Cybercrime, thereby affirming Vietnam's role, prestige, and leadership capacity.

In 2025, economic diplomacy successfully fulfilled its fundamental and central role in foreign affairs, adhering closely to the development goals set by the Party and Government, including the target of over 8% growth and the innovation of growth models, improving the quality of growth towards rapid and sustainable development.

According to Minister Le Hoai Trung, economic diplomacy and science and technology diplomacy have promptly implemented the major policies of the Politburo, such as Resolutions 57, 59, 66, 68, and 70.

Economic diplomacy has been effectively integrated into high-level foreign affairs activities, achieving a record number of commitments and agreements in areas where we have needs and interests, such as diversifying and expanding markets, attracting investment, strategic connectivity, and bringing Vietnam into deeper participation in regional and global supply chains.

Economic diplomacy activities have focused on strengthening connections between localities and businesses, thereby expanding markets and partnerships, and meeting the development goals of various sectors, fields, and localities.

Science and technology diplomacy has become a new spearhead, focusing on innovation, digital transformation, and green transformation, contributing to the realization of 11 strategic technologies and making a substantial contribution to the implementation of Resolution 57 of the Politburo.

Vietnam's total import and export turnover is projected to surpass US$900 billion by 2025, solidifying its position among the top 15 largest trading economies globally. Promoting negotiations for new FTAs, expanding the Halal market, and diversifying supply chains will contribute to enhancing the potential and resilience of the economy.

Through the implementation of diverse and innovative foreign economic activities, international investment flows into the country continue to reach new record highs.

The number of contact points within the Ministry of Foreign Affairs decreased by 42.5%.

The Minister of Foreign Affairs stated that foreign policy in 2025 will contribute to enhancing the overall strength of the country by promoting soft power, cultural values, and humanistic spirit, while serving the practical interests of the people.

The Cultural Diplomacy Strategy until 2030 has been implemented systematically and professionally with many rich and diverse activities, such as successfully organizing the Vesak Buddha's Birthday Celebration, and various events and Vietnam Weeks abroad.

External information work is becoming increasingly proactive, contributing not only to promoting the national image but also to protecting the Party's ideological foundation and national interests in a multi-faceted and complex information environment.

Citizen protection efforts were implemented promptly and effectively in hotspots such as Israel and Iran, as well as in complex situations in Myanmar, Thailand, and Cambodia, bringing thousands of citizens home safely.

Work related to Vietnamese people abroad has made significant progress, strongly arousing patriotism and a spirit of belonging to the homeland. Remittances reached a record high of over 16 billion USD, a huge material resource that makes a practical contribution to the country's development.

In 2025, the Ministry of Foreign Affairs urgently and seriously implemented the review, reorganization, and improvement of its organizational structure towards a streamlined, effective, and efficient operation.

Through the merger, the number of departments within the Ministry of Foreign Affairs decreased by 42.5%, while simultaneously taking over the Party's foreign affairs tasks and a portion of the National Assembly's foreign affairs functions and tasks for unified management and the synchronized and interconnected implementation of foreign affairs activities.
