Recently, there have been numerous cases of individuals impersonating law enforcement officers, such as police and military personnel, to deceive people for personal gain. Many questions arise regarding the source of these uniforms worn by these individuals.

In the Ha Tinh market, it's not difficult to find military equipment such as clothing, hats, epaulets, shoes, batons, and traffic control sticks.

Posing as customers looking to buy military uniforms, we were shown a set priced at 600,000 VND by a shop at the market in Thanh Sen ward, Ha Tinh province. Initially, the shop owner stated that they only sold work safety clothing. However, after the reporter inquired about shoulder epaulets, gold stars, stripes, etc., the seller then brought out these items to offer.
"We don't display these for sale; we only sell them alongside workwear and import a number of sets at once... How many stars and stripes do you want? Each star and stripe costs 10,000 dong, and then you just multiply that to calculate the price , " the seller explained.

Military uniforms are not only sold in stores but also openly advertised on social media. Typing "military uniforms" or "police accessories" into Facebook's search engine yields numerous results with many groups selling them. Even items like handcuffs—items previously only permitted for law enforcement—can now be easily and openly purchased.


Mr. Nguyen Dinh Khoa, Head of the Ha Tinh Market Management Department, stated: "The business of selling military and police uniforms is a violation of the law. These are considered prohibited goods. However, through inspections conducted by our unit, we have found that the products being sold closely resemble military uniforms."

Military uniforms are special items, used only by the armed forces. The business of trading military uniforms falls under the category of conditional business activities, managed by very strict regulations. Specifically, according to Decree 59/2006/ND-CP: “It is strictly prohibited for agencies, units, organizations, and individuals to produce, counterfeit, imitate, store, exchange, buy, sell, give, donate, or illegally use military insignia, rank badges, emblems, and uniforms of the Vietnam People's Army.” Violations will be prosecuted for trading prohibited goods. Depending on the nature and severity of the violation, administrative or criminal penalties may apply.
Furthermore, the use of uniforms and equipment belonging to the military, police, etc., by individuals who do not actually belong to those forces can easily lead to impersonation and fraud against the public. Such deviant behavior will negatively impact the image and reputation of the officers and officials of the armed forces and other law enforcement agencies.

Lieutenant Colonel Ho Phuong Nam, Head of the Military Supply Department of the Ha Tinh Provincial Military Command, stated: “Regarding the standards for military equipment for active-duty soldiers, defense workers, and civil servants in the provincial armed forces, these are implemented according to Government Decree 76/2016 and the regulations of the Ministry of National Defense . Specifically, for military equipment that is provided in kind, the Military Supply Department ensures its provision.”
During the management, storage, and use of military equipment, all military personnel and defense officials must comply with regulations on the management and use of military equipment; they must not buy or sell substandard, counterfeit, or imitation military equipment, or repair, alter the design, or write or draw on military equipment, affecting the uniform and regular wearing of military equipment and preventing counterfeiting and illegal trading of military equipment.
Each person's military equipment is registered in a logbook and a list of its distribution is provided according to the instructions of the Department of Military Supplies.
