With the theme: “Ethnic groups in Dak To district unite, innovate, leverage advantages and potential, integrate and develop sustainably,” the Congress assessed the results of implementing the Resolution of the 3rd Congress of Ethnic Minority Representatives of Dak To district in 2019 and set forth goals, tasks and solutions for implementing ethnic affairs and ethnic policies in the period 2024 – 2029.
Dak To District comprises 8 communes and 1 town, with 61 villages and hamlets; ethnic minorities account for over 50% of the district's population, with 17 different ethnic groups residing there. Over the past five years, under the leadership and guidance of the Party committees at all levels and the management and administration of the government, the socio-economic situation in the district has continued to develop, security and order have remained stable, and the lives of the people have improved significantly.
Ethnic affairs work and ethnic policies have been implemented and organized in a coordinated and effective manner. The awareness of the people in the area has improved, and they have made efforts to overcome poverty and achieve legitimate wealth. The people's trust in the Party and the State has been strengthened and enhanced.
The district has invested in the construction of more than 250 essential infrastructure projects, serving the production and lives of people in ethnic minority areas. To date, 100% of communes and towns have paved roads leading to the commune center; 3 out of 8 communes have achieved new rural standards; the poverty rate in ethnic minority areas has decreased by over 3% annually; over 90% of rural households in the district have access to clean water; all 9 communes and towns have a network of kindergartens, primary schools, secondary schools, and community learning centers, creating favorable conditions for students to participate in learning…
The Congress discussed and unanimously adopted the Resolution of the 4th Congress of Ethnic Minority Representatives of the District, with many important goals. Specifically: Striving to achieve an average per capita income of 57 million VND/year or more in ethnic minority areas by 2029; 87.5% of communes meeting the criteria for new rural areas; reducing the average poverty rate in the entire district by at least 3%/year. Continuing to effectively implement the campaign "Changing the mindset and way of doing things of ethnic minorities to rise out of poverty sustainably," striving for over 90% of poor and near-poor ethnic minority households to change their mindset and way of doing things, not relying on or depending on State support…
The congress also elected 18 outstanding delegates to attend the 4th Congress of Ethnic Minorities of Kon Tum Province in 2024.
On this occasion, the Provincial Ethnic Affairs Committee awarded Certificates of Commendation to 2 collectives and 4 individuals; the People's Committee of Dak To district awarded Certificates of Commendation to 10 collectives and 30 individuals for their outstanding and exemplary achievements in implementing the Action Program and Resolution at the 3rd Congress of Ethnic Minority Representatives of the district (2019 – 2024).
