Operating a two-tiered local government system and promoting comprehensive decentralization and delegation of power, Dong Thap is creating a spectacular breakthrough in administrative reform.

By boldly cutting out intermediaries, shortening processing times, and promoting digitalization, Dong Thap is realizing its goal of building a service-oriented government, using the satisfaction of citizens and businesses as a measure of success.

BRING GOVERNMENT CLOSER TO THE PEOPLE AND TO THE GRASSROOTS.

For many years, the challenge of streamlining the administrative apparatus and improving the effectiveness and efficiency of state management has been a constant concern for leaders at all levels. Implementing the policy of strong decentralization and delegation of power from the central government, Dong Thap operates a two-tiered local government system with the highest political determination.

This is not simply a matter of mechanical cuts, but a comprehensive, scientific restructuring aimed at bringing the government closer to the people and the grassroots.

To concretize this policy, Dong Thap proactively received and clearly defined 949 state management tasks. Of these, the provincial level is responsible for implementing 870 key, macro-level tasks; the commune level directly undertakes 79 tasks closely related to people's lives.

On April 14, 2026, the People's Committee of Dong Thap province launched the emulation movement "Promoting Administrative Reform" for the period 2026-2030 in Dong Thap province, with the following content: "Competing to promote propaganda on administrative reform, raising awareness and responsibility of officials and civil servants; encouraging organizations and individuals to actively participate in implementing administrative reform; and proposing solutions and initiatives in implementing administrative reform tasks, creating clear and breakthrough changes, contributing to improving the quality of service and the level of satisfaction of people and organizations with state administrative agencies."

Notably, to ensure the smooth and non-overlapping operation of the two-tiered local government system, the locality conducted a large-scale review "campaign": rearranging and redefining the authority for 1,164 tasks and powers of the People's Council and People's Committee.

The result of this "major overhaul" was the significant transfer of 859 tasks down to the commune level and the reassignment of 159 tasks up to the provincial level.

The People's Committee of Dong Thap province issued 16 decisions decentralizing state management with 55 specific tasks for provincial-level agencies and commune-level People's Committees. Along with these, 37 other delegation decisions were issued promptly, ensuring a smooth flow of administration from the province to the grassroots level without any bottlenecks.

According to Bui Quoc Nam, Chairman of the People's Committee of Cao Lanh Ward, the initial implementation of a two-tiered local government system has brought many positive benefits.

Guidance from the provincial to the commune level has been timely and smooth. The role and responsibilities of local authorities have been clearly demonstrated, helping to make administrative procedures increasingly transparent, shortening processing times, and improving the satisfaction of citizens and businesses.

One of the major concerns of the public when changing the management model is the disruption and interruption in the handling of administrative procedures for citizens and businesses.

However, in Dong Thap, the reality proves otherwise. Thanks to proactive and scientific preparation, the process of receiving applications through the Public Administrative Service Centers, public postal services, and online networks has been stable and smooth for all 2,075 administrative procedures (including 1,742 provincial-level procedures and 333 commune-level procedures).

The most significant breakthrough in the new model is the speed of digital transformation. Streamlining the organizational structure becomes a "launching pad" for technological development.

According to data from the National Public Service Portal, the rate of online applications submitted in Dong Thap has grown remarkably, from 84.65% (in 2025) to 93.97% in just the first four months of 2026.

Furthermore, a series of other supporting indicators in 2026 also reached impressive figures, such as: the rate of digitization of documents and administrative procedure resolution results reaching nearly 99%; the rate of electronically issued documents exceeding 99%; the rate of online payment in public procedure resolution exceeding 78%; and the rate of reuse of digitized data reaching over 96%.

CUT DOWN ON HASSLES

The ultimate goal of administrative reform is not about achievement reports with numbers, but about the satisfied smiles of citizens and businesses when they leave government offices.

Adhering closely to Government Resolutions No. 66 dated March 26, 2025 and No. 66.7 dated November 15, 2025 on reducing and simplifying administrative procedures based on data, the Provincial People's Committee has taken decisive action by issuing 14 Decisions announcing simplification plans for key areas.

Specifically, the province reduced the processing time for 2,039 administrative procedures by at least 30%. Overall, the province achieved an average reduction rate of 30.98%; communes showed a significant advantage with a reduction rate of up to 32.48%.

According to assessments from the People's Committee of Vinh Huu commune, thanks to the reduction of intermediate receiving points, the time taken to process administrative procedures has decreased by 25% - 40%.

Even more encouragingly, this transformation is most evident in areas previously considered "sensitive" and complex, such as civil registration, authentication, land, and social policies. Thanks to significantly reduced waiting times, the satisfaction rate among citizens has consistently remained high, reaching 90% - 95%.

Alongside the technological race and digitalization indicators, the humanistic aspect of a "service-oriented government" is fully ensured by all levels of government. To ensure that no citizen is left behind in the digital transformation process, the People's Committee of Cao Lanh Ward proactively issued Plan No. 343 dated January 23, 2026.

This special plan aims to provide comprehensive support to vulnerable groups in society, including: the elderly, people with disabilities, the illiterate, and those who have difficulty accessing modern technology.

As a result, policies regarding war veterans, social welfare, health insurance, and job creation in the ward are implemented fully and promptly.

This not only helps people get their work done, but also contributes to strengthening trust and creating consensus among the people regarding the activities of the local government right after the new model is established.

The ward officials are very helpful, friendly, and handle procedures quickly and efficiently, without making me have to go back and forth many times.”

Looking back over the past year, the operation of local government since its establishment has met the requirements of serving the people and businesses; ensuring uninterrupted handling of administrative procedures, implementation of social welfare policies and related regulations. Administrative reform, the reception and processing of procedures have been strictly controlled and effective.
