Many outstanding achievements in the Association's activities.

On the morning of June 26th, the Long Bien District Lawyers Association solemnly held its 4th Congress of Delegates for the 2024-2029 term. The 4th Congress of Delegates of the Long Bien District Lawyers Association adopted the theme "Discipline – Creativity – Development" as its guiding principle.

At the Congress, on behalf of the Presidium, Ms. Nguyen Thi Thu Huong – Vice President of the Long Bien District Lawyers Association – presented the report summarizing the work of the Lawyers Association during its third term, 2018-2024, and the direction of activities for the 2024-2029 term.

According to the report, during the past term, the Long Bien District Lawyers Association has undergone significant changes in both its organization and activities. Besides strengthening, consolidating, and developing the Association's structure and membership, the Association's activities have also seen many positive, proactive, and responsive innovations; better meeting the development needs of the City and the District.

Tasks such as participation in policy and lawmaking have been actively promoted and achieved many positive results by all levels of the Association. Legal counseling, legal assistance, complaint resolution, and mediation at the grassroots level continue to be strengthened and have made new strides, better meeting the needs of society and the people.

The work of disseminating and educating about the law has been strengthened and achieved many good results, actively contributing to the implementation of the policy of socializing the dissemination and education of the law, and actively contributing to the successful implementation of the tasks of Party building, government building, and political , economic, cultural, and social tasks in the District.

Specifically, the Long Bien District Lawyers Association places special emphasis on political and ideological education , organizational development, and membership growth.

The work of disseminating and educating the public about the law at the District Association and its branches has been implemented synchronously, with a focus on key areas, and has achieved many practical results.

The content of legal dissemination and education focuses on documents serving the political tasks of the district and wards in each period, and legal documents directly related to the social life of the people, such as: the Civil Code, the Criminal Code, the Law on Legal Aid; the Law on Military Service; the Law on Marriage and Family, the Law on Construction (amended), Government Decree 91 on administrative sanctions in the field of land, the Law on Mediation and Dialogue in Court, the Law on Cybersecurity, the Law on Access to Information, the Law on Implementation of Democracy at the Grassroots Level, the Law on Environmental Protection, the Law on Land (amended)...

Over the past five years, the propaganda work of the Association at all levels, from district to ward, has gradually brought legal regulations into practice, contributing to raising awareness and compliance with the law among members and the general public.

During the past term, the District Association and its grassroots branches organized and coordinated 272 conferences to disseminate and introduce legal documents to over 37,200 listeners; published more than 950 news articles introducing new legal documents through various forms; and distributed over 200,000 leaflets promoting new legal documents relevant to people's lives.

The participation of all levels of the Association in the development and contribution of policies and laws has been actively promoted and has achieved many practical results; the Associations at all levels have proactively grasped the annual and periodic legislative programs of the National Assembly to develop annual work plans and specialized plans for implementation.

The District Lawyers Association proactively directed its branches to coordinate with relevant agencies and units to gather opinions from members on draft laws as requested by the Central Government, the City, and the District, especially participating in providing feedback on the draft Penal Code (amended), the Land Law (amended), the Capital City Law (amended), etc. In addition, members of the Lawyers Association at all levels working in the judicial field have provided feedback and assessed legal documents issued by the People's Councils and People's Committees at all levels.

Over the past five years, members of the Lawyers' Association branch have actively coordinated and successfully mediated 350 out of 362 cases, achieving a success rate of 96.7%.

Regarding the direction and tasks of the Long Bien District Lawyers Association for the 2024-2029 term, the District Lawyers Association will continue to thoroughly implement Directive No. 14, dated July 1, 2022, of the Politburo on continuing to strengthen the Party's leadership over the Lawyers Association in the new situation;

Plan No. 119, dated December 2, 2022, of the Hanoi City Party Committee on the implementation of Directive No. 14; Action Program No. 187, dated November 28, 2019, of the Hanoi City Lawyers Association on the implementation of Conclusion Notice No. 50, dated July 17, 2018, of the Central Party Secretariat; Plan No. 162, dated January 18, 2023, of the Long Bien District Party Committee on the implementation of Directive No. 14.

Actively and responsibly participate in providing feedback on draft legal documents of competent State agencies at the central and local levels. Proactively advise governments at all levels and agencies on the development, drafting, and promulgation of legal documents; participate in and coordinate with professional work to review and appraise legal documents issued by all levels and sectors, in order to promptly advise and propose amendments, additions, or repeal in accordance with current laws.

Continue to improve the quality of legal education and dissemination; provide free legal advice and assistance to the poor, policy beneficiaries, and other vulnerable groups in society…

Building a strong and thriving District Lawyers Association.

Delivering a keynote address at the Congress, Mr. Nguyen Hong Tuyen, Member of the Standing Committee of the Vietnam Lawyers Association and Chairman of the Hanoi City Lawyers Association, acknowledged and highly appreciated the results and achievements of the Long Bien District Lawyers Association at all levels during the past term. In particular, he praised the work of disseminating legal education, socializing legal education dissemination, and effectively implementing legal consultation and support activities.

Through legal counseling and support activities, members have combined the dissemination of the Party and State's policies and laws to help people protect their legitimate rights and interests, and raise awareness and compliance with the law among all segments of the population...

Regarding some key tasks, Mr. Tuyen also suggested that the new executive committee continue to implement Directive 14 of the Politburo; Plan 119 of the Hanoi City Party Committee; and Plan 132 of the Hanoi City People's Committee on the implementation of Directive 14…

In addition, it is necessary to widely disseminate and thoroughly implement the plan to promote the role of Lawyers' Associations at all levels in the work of disseminating and educating about the law in the period 2024-2030.

We propose that the Long Bien District Lawyers Association, building upon the achievements of the past term, overcome existing shortcomings and limitations, effectively implement the key tasks set forth, and develop the Long Bien District Lawyers Association into a strong and comprehensive organization.

Also giving a directive speech at the Congress, Mr. Ngo Manh Diem - Standing Deputy Secretary of the Long Bien District Party Committee - acknowledged and appreciated the results that the Long Bien District Lawyers Association had achieved in the past term.

With the spirit of "Discipline - Creativity - Development," Mr. Diem suggested that the Long Bien District Lawyers Association should further strengthen its role and responsibilities, continue to perform its functions well, and proactively identify difficulties and obstacles in its work to resolve them promptly.

Leveraging the role of members of the Lawyers Association – those with legal knowledge and expertise – to improve the quality of legal education, dissemination, mediation, and legal assistance, ensuring the supremacy of the law. Through this, together with the Party Committee, government, and people of Long Bien district, we will successfully implement the Resolution of the Long Bien District Party Congress.

The Executive Committee of the Long Bien District Lawyers Association for the 2024-2029 term was introduced at the General Assembly.

Vice President of the Vietnam Lawyers Association Tran Duc Long presented certificates of commendation from the President of the Vietnam Lawyers Association to collectives and individuals with outstanding achievements.

The Congress then announced the results of the election of the new Executive Committee, consisting of 11 members. Among them, Ms. Dao Thi Thanh – Head of the Long Bien District Justice Department – ​​was elected as the President of the Long Bien District Lawyers Association for the 2024-2029 term. At the same time, the Congress elected 13 official delegates to attend the Congress of Delegates of the Hanoi City Lawyers Association for the 2024-2029 term .
