Six individuals disciplined in connection with the Big Sun case.

Specifically, in Notice No. 81 dated July 14, 2023, the Hai Phong City Party Committee's Inspection Committee stated that, following an investigation into suspected violations by several officials and Party members in the Kien Thuy District Party Committee regarding leadership, direction, and organization of land management and construction order related to the Huu Bang Resort and Big Sun Experience Zone investment project in Huu Bang commune, Kien Thuy district, Hai Phong city, the unit has disciplined six officials and former officials of Kien Thuy district and Huu Bang commune with a reprimand.

Those disciplined include: Mr. Pham Phu Xuat, former Standing Vice Chairman of the People's Committee of Kien Thuy District; Mr. Tran Quoc Toan, former Head of the Economic and Infrastructure Department of Kien Thuy District; Mr. Mac Thanh Tuyen, Head of the Natural Resources and Environment Department of Kien Thuy District; Mr. Le Thanh Tuyen, former Deputy Head of the Economic and Infrastructure Department of Kien Thuy District; Mr. Nguyen Van Tan, former Chairman of the People's Committee of Huu Bang Commune; and Mr. Pham Van Khien, former Chairman of Huu Bang Commune.

Regarding the incident, according to Nguoi Dua Tin 's investigation, in 2022, through inspections, the authorities of Hai Phong City discovered violations at the Huu Bang Resort and Big Sun experience area in Huu Bang commune, Kien Thuy district, Hai Phong City.

Regarding the Big Sun experience zone, the investor has constructed numerous illegal structures on an area of over 42,000 square meters, mostly agricultural and aquaculture land located in Huu Bang commune, with the remainder in Nui Doi town. These structures include steel-framed houses, swimming pools, aquaculture ponds, cable cars, and adventure games. The Big Sun experience zone is not yet officially operational and has not received any written approval for cultural, tourism, or educational experience activities.

Regarding the Huu Bang Resort integrated tourism service area, the investor was granted a land use right certificate with a term of 50 years, covering an area of over 17,800 m2. In reality, the investor built Huu Bang Resort on an area of over 18,100 m2, encroaching on approximately 300 m2 of land for a common road. During the 1/500 planning adjustment process, Kien Thuy district did not consult the Department of Construction as required.
