Those disciplined include: Mr. Pham Phu Xuat, former Standing Vice Chairman of Kien Thuy District People's Committee; Mr. Tran Quoc Toan, former Head of Kien Thuy District Economic and Infrastructure Division; Mr. Mac Thanh Tuyen, Head of Kien Thuy District Natural Resources and Environment Division; Mr. Le Thanh Tuyen, former Deputy Head of Kien Thuy District Economic and Infrastructure Division; Mr. Nguyen Van Tan, former Chairman of Huu Bang Commune People's Committee and Mr. Pham Van Khien, former Chairman of Huu Bang Commune.

For the Big Sun experience area, the investor built many illegal constructions on an area of ​​more than 42 thousand square meters, most of which is agricultural land and aquaculture land located in Huu Bang commune, the rest is located in Nui Doi town, such as: steel frame houses, swimming pools, aquaculture ponds, cable cars, adventure games... The Big Sun experience area has not officially operated, and there is no document agreeing to exploit cultural, tourism, and educational experiences.

As for the Huu Bang Resort integrated tourism service business area, the investor was granted a land use right certificate with a term of 50 years, covering an area of ​​more than 17.8 thousand square meters. In fact, the investor built Huu Bang Resort on an area of ​​more than 18,100 square meters, of which about 300 square meters of land was encroached on for public roads. During the process of adjusting the 1/500 planning, Kien Thuy district did not consult the Department of Construction as prescribed.
