At the first Congress of the Party Committee of the Vietnam Fatherland Front and Central Mass Organizations, for the 2025-2030 term, General Secretary To Lam conveyed a simple yet profound message that touched upon the most fundamental aspects of mass mobilization work: "What I most desire in this term is to see a clear change at the grassroots level: fewer meetings; more work and action; fewer slogans, but more results; fewer procedures, and more smiles from the people..."

This suggests a necessary "subtraction" for cumbersome administrative procedures and a desire for a responsible "addition" of practical actions at the grassroots level, especially in the context of the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031, currently taking place in Hanoi with over 1,100 official delegates in attendance.

In recent years, the "bureaucratization" and "formalization" of some movements have caused concern among Party committees and authorities in many places. Many movements are merely recurring events, lacking effectiveness and negatively impacting grassroots mass mobilization work to some extent...

The draft Political Report presented to the 11th National Congress of the Vietnam Fatherland Front has put forward groundbreaking and unprecedented solutions, strongly focused on the grassroots level. The Front will no longer "wait for the people to come," but will proactively "reach out to the people." This is reflected in the requirement for Front officials to implement "three closes" (Close to the people - Close to the grassroots - Close to the digital space) and adhere to the "four no's" principle (No formalism - No avoidance - No shirking responsibility - No misuse of function). This is expected to be a practical approach for the Fatherland Front at all levels to prevent bureaucracy and formalism at the grassroots level.

To establish a common benchmark, the draft proposes specific targets. Notable examples include mobilizing over 50 trillion VND for social welfare, and requiring 100% of communes to have practical community welfare models. Furthermore, the action formula "3 Easy - 3 Clear - 3 Measurable" is noteworthy: Easy to understand, easy to remember, easy to do; Clear objectives, clear responsibilities, clear deadlines; Measurable inputs, outputs, and impacts. By quantifying political tasks into numbers and formulas, the work of the Fatherland Front will not remain on paper, but must be realized through social welfare projects, solidarity housing, sustainable livelihoods, etc., with the ultimate goal and highest measure being the smiles of the people.

According to representatives of the specialized agencies of the Central Committee of the Vietnam Fatherland Front, the new term's Fatherland Front system has established a humane and modern governance mindset. This includes the deployment of a "Digital Fatherland Front" information portal to receive opinions, suggestions, and proposals from the people 24/7, the organization of a nationwide "Month of Listening to the People," and the pioneering independent assessment of the provincial-level social trust index – where the people are placed at the center, as beneficiaries, and have the right to "score" in the most objective way. Notably, this entire process is protected by the "3 Transparencies - 3 Supervisions" criteria: Transparency of objectives - Transparency of resources - Transparency of progress; Supervision by the people - Supervision by the Fatherland Front - Supervision by the press.

The potential of Vietnam stems from the invincible strength of the great national unity. The 11th National Congress of the Vietnam Fatherland Front, with its comprehensive reform thinking and intense focus on "action instead of slogans," will truly become a celebration of national unity in the new era, demonstrating the decisive transformation of the entire Fatherland Front system at all levels, guided by the aspiration for change from villages and neighborhoods and the smiles of the people.
