Implementing Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, in recent times, the province has been determined in directing, operating and organizing implementation with many practical and specific activities, achieving important results in all aspects of work.

According to Mr. Pham Quoc Hoan - Director of the Department of Science and Technology (KH-CN), by September 24, the whole province had 59/65 commune-level administrative units that had completed "greening" as required by the Central Government, reaching 90.7%. The number of commune-level administrative units that had changed to "greening" status in September increased by 5 communes compared to August; 6 units that had not "greened" mainly lacked some equipment and were urgently implementing additional procurement. The Department of Science and Technology received 101 proposals for provincial-level science and technology tasks, 3 times higher than previous years, of which 30% were from state management agencies; the approval time and selection of host units were shortened by half, creating a strong shift in putting ideas into practical application.

Along with that, the province has implemented 2 investment projects to serve the development of science and technology, innovation, namely Khanh Hoa Center for Application of Science and Technology Advances and Technical Station for Standards, Measurement and Quality; completed the project dossier and advised the Provincial People's Committee to report, explain, receive opinions on dossier appraisal from ministries, branches, the Ministry of Home Affairs and submit to the Prime Minister for approval of the decision to establish the National Research Center for Ocean Technology. The Provincial Smart Monitoring and Operation Center has come into operation, marking an important step forward in the process of comprehensive digital transformation, building digital government, digital economy and digital society of the province.

The digital transformation work associated with the process of merging provinces and converting the 2-level local apparatus model has achieved initial results, contributing to improving the effectiveness and efficiency of management and administration. The province has also proactively deployed the activities of agencies in the political system to the digital environment, establishing connectivity and synchronization throughout, making an important contribution to the publicity and transparency of information; at the same time, modernizing the direction and administration work based on data, improving the effectiveness of state management.

Determined to improve innovation indicators

To promote the development of science and technology, innovation and digital transformation, the province launched the "Khanh Hoa Innovation Startup Contest 2025" with the theme "Khanh Hoa Innovation Startup - Solving problems from practice" and received applications from individuals, groups of individuals and businesses in various fields. In August 2025, the Department of Science and Technology coordinated to organize the workshop "Corporate governance in the AI era: Improving performance with AI and smart data" with the participation of representatives of nearly 400 businesses and units in the province; organized a discussion on solutions to strengthen connectivity and coordination to reshape and accelerate the innovation startup ecosystem, contributing to improving the local innovation index of Khanh Hoa.

The Provincial People's Committee has also just issued a Plan to improve the digital transformation ranking index of Khanh Hoa province in 2025 and the following years, with the goal of striving for the province's DTI index in 2025 to be in the top 20 (about 17-19 provinces and cities) and gradually increase (at least 1-2 levels) each year, ensuring that by 2030 it will be in the group of 10 leading provinces and cities in terms of DTI index according to Resolution No. 01 of the Provincial Party Committee.

In particular, to achieve the goal by 2030, Khanh Hoa is in the top 10 leading provinces and cities in science and technology, innovation and digital transformation, at the meeting of the Steering Committee for Science and Technology Development, Innovation and Digital Transformation of Khanh Hoa province to evaluate the results of implementing Resolution No. 48 of the Provincial Party Committee to implement Resolution No. 57 of the Politburo in the third quarter of 2025, Comrade Nghiem Xuan Thanh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee requested the Department of Science and Technology and departments, branches, sectors and localities to pay special attention to and do a good job of advising on organizing the conference "Solutions to improve the Local Innovation Index (PII) and the Digital Transformation Index (DTI) of Khanh Hoa province by 2030" before October 30. Along with that, deploy the Plan to improve the local innovation index and the digital transformation index of the province; At the same time, coordinate to advise and propose additional IT personnel; propose cooperation with a number of large enterprises; implement procedures and projects on science, information technology and digital infrastructure, focus on building a shared data warehouse, building a digital platform to serve management and operations...

Provincial Party Secretary Nghiem Xuan Thanh also requested the Department of Finance to preside over and advise on the issuance of policies, financial mechanisms, and remuneration regimes for the activities of the Advisory Council and the Expert Group on Science and Technology Development, Innovation and Digital Transformation of Khanh Hoa Province, and the officers in charge of information technology to ensure compliance with legal regulations and create motivation to attract, employ, and retain a team of prestigious, highly qualified experts and scientists who are committed, dedicated, and enthusiastic to the development of Science and Technology, Innovation and Digital Transformation of the province.

Up to now, the province's administrative procedure settlement information system has updated new agency and unit identification codes, upgraded functions, announced, publicized, and updated 2,186 administrative procedures on the national database; adjusted 2,930 internal processes, electronic processes, and 1,082 online public services; integrated and provided 100% of online public services on the National Public Service Portal, meeting the requirements of arranging administrative units and organizing 2-level local apparatus. The province's Document Management and Operation System (E-Office) has been deployed synchronously to all Party and government agencies, public service units, associations, unions, schools, hospitals, etc. from the provincial to commune levels, with more than 18,000 user accounts of more than 650 agencies, units, and localities.
