Quang Ninh province has just issued its 2025 Import-Export Development Plan with many specific goals, including: increasing the export value of goods by businesses in the province by over 12% compared to the same period; increasing the proportion of processed and manufactured industrial goods exports to 67% of the total export value of businesses in the province in 2024. The province also sets specific targets to diversify export markets, including increasing the proportion of exports to the Asian region to approximately 82% of the total export value in 2024; the European region to approximately 10%; the American region to approximately 5%; the African region to approximately 1%; and other regions to approximately 2% of the total export value in 2025.

These goals are set based on the relatively solid foundation of Quang Ninh province, with advantages in economic development in general and import-export in particular. With nearly 119km of land border and 191km of sea border with China, Quang Ninh has favorable conditions for trade with China through its system of land and sea border gates. The province also possesses modern transportation infrastructure, with a highway system connecting from Hanoi , through Hai Phong, to the Mong Cai border gate, connecting to China, a huge market of over 1 billion people. Quang Ninh also has an international airport and a highly developed seaport system. Furthermore, Quang Ninh is a leading locality nationwide in administrative reform and improving the business environment, ranking first in Vietnam in the PCI Index for seven consecutive years (from 2017 to 2023).

From the beginning of 2025 until now, Quang Ninh's import and export activities have shown many optimistic signs. According to a report from the Mong Cai Border Gate Customs Branch, as of February 8, 2025, 480 businesses had completed customs procedures through the border gate, an increase of 87 businesses compared to the same period last year; the total import and export turnover reached 493.56 million USD, an increase of 24% compared to the same period in 2024. Trade activities through the Bac Phong Sinh border gate also increased significantly from the beginning of the year, with the total import and export turnover reaching 7,406,690 USD, an increase of 80.4%...

According to preliminary statistics from the General Department of Customs, the total import and export turnover of Quang Ninh in January 2025 reached over 903.18 million USD, with a trade surplus of 34.54 million USD (specifically, export turnover reached 448.86 million USD, import turnover reached 414.32 million USD).

Notably, on February 6, 2025, a signing ceremony for the acceptance and handover of the office building and equipment for the Agricultural and Food Products Testing Center (CCIC) at the Bac Luan II Bridge border gate took place in Mong Cai City, Quang Ninh province. The laboratory, with a total area of 430m2, is designed and equipped with modern equipment according to international ISO 17025 standards, with a total investment of 30 billion VND. The addition of product quality testing units will create good opportunities for Vietnamese goods exported to China in particular and to other markets in general.

Furthermore, according to the Ministry of Industry and Trade, export activities in 2025 are projected to have many favorable conditions and room for growth due to the cooling of global inflation and the recovery of international market demand.

With these positive signs, the 2025 Import-Export Development Plan for Quang Ninh province is expected to be completed ahead of schedule, contributing to the province's 14% economic growth target for 2025.
