Approval of 12 draft reports to prepare for submission to the 24th thematic session and the mid-year regular session in 2025

Attending the conference were comrades: Duong Thi Ngoc Tho, member of the Provincial Party Standing Committee, Vice Chairwoman of the Provincial People's Council; Nguyen Quynh Thien, Chau Van Hoa, members of the Provincial Party Committee, Vice Chairmen of the Provincial People's Committee and members of the Provincial People's Committee; leaders of provincial departments and branches; People's Committees of districts, towns and cities; leaders of provincial People's Council committees.

Comrade Tran Truong Giang, Director of the Department of Agriculture and Environment, approved the reports in the field of management.

At the conference, Mr. Tran Truong Giang, Director of the Department of Agriculture and Environment, approved 03 draft proposals: (1) Adjusting and supplementing the List of works and projects that must recover land in 2025 in Tra Vinh province, approved by the Provincial People's Council in Resolution No. 67/NQ-HDND, dated December 9, 2024; (2) Adjusting and supplementing the List of projects that must change the purpose of land use with areas of rice fields, protective forest land, and production forest land according to the 2025 planning in Tra Vinh province, approved by the Provincial People's Council in Resolution No. 68/NQ-HDND, dated December 9, 2024; (3) Amending a number of clauses of Article 1, Resolution No. 08/2022/NQ-HDND, dated July 7, 2022 of the Provincial People's Council regulating fees in the field of natural resources in Tra Vinh province.

Comrade Nguyen Van Phuong, Provincial Party Committee member, Director of the Department of Finance approved the relevant reports.

Comrade Nguyen Van Phuong, Provincial Party Committee member, Director of the Department of Finance approved 09 contents of the draft submission: (1) Regulations on fee and charge collection levels for online public service provision activities in Tra Vinh province; (2) Regulations on content and expenditure levels for performing science and technology tasks in Tra Vinh province; (3) Supplementing the budget estimate, supplementing with targets and adjusting the provincial budget estimate for 2025; (4) Approving the 2024 budget revenue and expenditure settlement; (5) Regulations on decentralization of revenue sources, expenditure tasks and percentage (%) divided for each local budget level of Tra Vinh province for the period 2022 - 2025; (6) Resolution on assigning and adjusting the medium-term public investment plan for the provincial budget for the period 2021-2025; (7) Resolution on assigning and adjusting the public investment plan for the provincial budget for 2025; (8) Draft report on the implementation of the Provincial People's Council Resolution on socio-economic development tasks in the first 6 months of 2025; (9) Draft report on the implementation of socio-economic development tasks for 5 years (2021 - 2025).

In addition, the Provincial People's Committee Office approved 08 draft contents of the first 6-month report of 2025 of the Provincial People's Committee for delegates to discuss, in order to complete according to regulations.

At the conference, delegates focused on discussing and contributing each draft submission content. In particular, the conference spent time contributing draft submissions and resolutions related to land use conversion; fee and charge rates... in a direction that is beneficial to the people.

Comrade Duong Thi Ngoc Tho, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, commented on the necessity of assessing the environmental impact of the converted area according to regulations.

Comrade Tran Van Dai, Deputy Director of the Department of Justice, commented on the necessity of reviewing legal documents related to the submissions of departments and branches.

Concluding the conference, comrade Le Van Han directed: after the conference, leaders of departments, branches and localities continue to review and consider relevant indicators, associated with the reality of localities and units, and can propose appropriate supplements and amendments; thereby, implementing them most effectively.

Comrade Le Van Han, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee delivered a concluding speech at the conference.

Regarding the draft reports prepared for the 24th thematic session and the mid-year regular session in 2025 - the 10th Provincial People's Council, the provincial departments and branches continue to update information, review, determine accurately and appropriately to effectively implement in a direction that benefits people and businesses.
